<br />BILL NO. 125 -83
<br />A BILL TRANSFERRING $850,000.00 AMONG VARIOUS
<br />ACCOUNTS, ALL ACCOUNTS BEING WITHIN THE
<br />DIVISION OF COMMUNITY DEVELOPMENT.

<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Colleen Rosenfeld, Director of
<br />Community Development, made the presentation for the bill. She indicated this was a
<br />transfer of 1981, 1982 and 1983 program years. She indicated this transfer was part
<br />of the 1984 C.D.B.G. Application that will be submitted to the Department of Housing
<br />and Urban Development. She indicated that $450,000 was being tansferred to 1984
<br />Unspecified Local Option funds. C. J. Davis, 1307 W. Linden spoke regarding this
<br />bill. Council Member Serge made a motion to recommend this bill to the Council favorable,
<br />seconded by Council Member Taylor. The motion carried.
<br />BILL NO. 126 -83
<br />A BILL APPROPRIATING $3,257,740.00 FROM THE COMMUNITY DEVELOPMENT
<br />BLOCK GRANT FUND FOR THE PURPOSE OF DEFRAYING THE EXPENSES
<br />OF THE DIVISION OF COMMUNITY DEVELOPMENT OF THE CITY OF
<br />SOUTH BEND, INDIANA, AND DESIGNATED SUBGRANTEE AGENCIES
<br />FOR THE PROGRAM YEAR BEGINNING JANUARY 1, 1984 AND ENDING
<br />DECEMBER 31, 1984 TO BE ADMINISTERED THROUGH THE DIVISION
<br />OF COMMUNITY DEVELOPMENT.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Council Member Taylor made a
<br />motion to accept the substitute bill on file with the City Clerk, seconded by Council
<br />Member McGann. The motion carried. Colleen Rosenfeld, Director of Community Development,
<br />made the presentation for the bill. She indicated this appropriation represented the
<br />various activities planned in the City's Community Development Block Grant Application.
<br />Arthur Quigley, 1019 N. Francis, spoke in favor of this bill. Council Member Taylor
<br />made a motion to recommend this bill to the Council favorable, as amended, seconded
<br />by Council Member Serge. The motion carried.
<br />BILL NO. 127 -83 A BILL APPROPRIATING $7,281.46 FROM THE CRIME CONTROL FUND
<br />FOR COMPUTER TERMINALS.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Frank Mattai, with the Police
<br />Department, made the presentation for the bill. He indicated new computer terminals
<br />were needed for the central communication facility. He indicated that presently the
<br />department has one terminal, and the new radio console will accept four terminals.
<br />He indicated this appropriation was for three new terminals. Council Member McGann
<br />made a motion to recommend this bill to the Coucnil favorable, seconded by Council
<br />Member Serge. The motion carried.
<br />BILL NO. 128 -83
<br />A BILL APPROPRIATING $75,000 FROM THE FEDERAL ASSISTANCE
<br />GRANT FUND, COMMONLY REFERRED TO AS THE GENERAL REVENUE
<br />SHARING TRUST FUND FOR OFFICE AUTOMATION EQUIPMENT.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Joseph Kernan, City Controller,
<br />made the presentation for the bill. He indicated this appropriation from would be
<br />used for the purpose of providing office automation for several City departments. He
<br />indicated the departments that will be addressed first are Engineering, Neighborhood
<br />Code Enforlcement, Community Development, the Mayor's office and the City Clerk's
<br />office. He indicated the City recently took bids on the system and they were either
<br />to high or did not meet specifications. He indicated they were going back out for
<br />bids. Council Member Crone asked if the $75,000 will cover the cost of the equipment
<br />for these five departments. Mr. Kernan indicated it would. Council Member Crone
<br />asked about a total program for the entire City. Mr. Kernan indicated the system
<br />will have the capability to add on departments at a later date. Council Member Crone
<br />asked where personnel would come from to operate the system. Mr. Kernan indicated
<br />in -house personnel would be used, since one of the specifications for the systems was
<br />that it be "user friendly." Council Member Voorde indicated the feasibility study
<br />made in July of 1982 indicated a wide range of costs for a system. He indicated this
<br />study may not amount to much now because of the changes that have occurred in the
<br />last year, however, the Council has not had an update on this project for nearly a
<br />year, on how technology has changed, what capabilities the City is purchasing, etc.
<br />He made a motion to continue this bill until the January 12 meeting. Council Member
<br />Beck indicated computers were changing constantly nd there comes a time when you have
<br />to act. Council Member Crone seconded Council Member Voorde's motion. The motion
<br />failed. Council Member Taylor made a motion to recommend this bill to the Council
<br />favorable, seconded by Council Member Serge. The motion carried.
<br />Council Member Beck made a motion to accept the substitute Bill 129 -83, on file with
<br />the City Clerk, seconded by Council Member Taylor. The motion carried.
<br />Council Member Beck made a motion to accept the substitute Bill No. 131 -83, on file
<br />with the City Clerk, seconded by Council Member Taylor. The motion carried.
<br />Chairman Zielinski indicated these bills should be combined for purposes of public
<br />hearing.
<br />BILL NO. 129 -83 A BILL TRANSFERRING MONIES BETWEEN VARIOUS ACCOUNTS IN VARIOUS
<br />DEPARTMENTS WITHIN VARIOUS FUNDS IN THE CITY OF SOUTH BEND,
