This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Kenneth Fedder, attorney for <br />the Economic Development Commission, made the presentation for the bill. He indicated <br />the intent of this bill was to assume the right, title, interest, duties and liabilities <br />of W &B Partnership of the lease and trust indenture to Janice Faye Corson. He indicated <br />the assignors will remain liable on this obligation if the assignment is approved. <br />He indicated they will continue to operate the Koszegi Leather and Vinyl Manufacturing <br />Company. Council Member Szymkowiak made a motion to recommend this bill to the Council <br />favorable, seconded by Council Member Taylor. The motion carried. <br />BILL NO. 104 -83 <br />A BILL APPROVING THE SALE OF A PORTION OF VOORDE PARK DECLARED <br />TO BE EXCESS PARK PROPERTY NOT SET ASIDE BY STATE OR CITY <br />LAW FOR PUBLIC PURPOSES. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. James Seitz, Superintendent of <br />Parks, made the presentation for the bill. He indicated this bill would approve the <br />sale of two acres of land on the west end of Voorde Park. He indicated that although <br />the Park Board is usually against the selling of any park owned land, the Board felt <br />that the selling of a small unused portion of Voorde Park would be in the best interest <br />of the City of South Bend. Dominic DaCosta, 754 N. Cottage Grove; and David Albert, <br />1252 E. LaSalle, spoke against the sale of this land. Council Member Szymkowiak made <br />a motion to recommend this bill to the Council favorable, seconded by Council Member <br />McGann. The motion carried. <br />BILL NO. 105 -83 A BILL APPROPRIATING $15,000 FROM THE FEDERAL ASSISTANCE <br />GRANT FUND, COMMONLY REFERRED TO AS THE GENERAL REVENUE <br />SHARING TRUST FUND FOR REFURNISHING THE EAST SECTOR POLICE <br />SUBSTATION. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be-heard. Joel Wolvos of the Police Department, <br />made the presentation for the bill. He indicated this appropriation would be used <br />for maintenance repairs to bring the facility, located at 420 N. Francis, in compliance <br />with current building codes. Dominic DaCosta, 754 N. Cottage Grove; and George Hardesty, <br />3204 E. Edison, spoke against this bill. Council Member Crone made a motion to amend <br />the bill by changing the word refurnishing in the title to refurbishing, and in Section <br />I, change the word refurnish to refurbish, seconded by Council Member Voorde. The <br />motion carried. Council Member Serge made a motion to recommend this bill to the <br />Council favorable, as amended, seconded by Council Member Beck. The motion carried. <br />Council Member McGann made a motion to combine public hearing on ill No. 106 -83 and <br />107 -83, seconded by Council Member Harris. The motion carried. <br />BILL NO. 106 -83 A BILL APPROPRIATING $73,478.00 FROM THE LOCAL EQUAL EMPLOYMENT <br />AND EQUAL HOUSING OPPORTUNITY FUND TO BE ADMINISTERED BY THE <br />CITY OF SOUTH BEND THROUGH ITS HUMAN RIGHTS COMMISSION AND <br />DEPARTMENT OF HUMAN RESOURCES AND ECONOMIC DEVELOPMENT. <br />BILL NO. 107 -83 A BILL TRANSFERRING $720.00 BETWEEN VARIOUS ACCOUNTS, ALL <br />ACCOUNTS BEING WITHIN THE EQUAL EMPLOYMENT OPPORTUNITY FUND <br />OF THE HUMAN RIGHTS COMMISSION. <br />This being the time heretofore set for public hearing on the above bills, proponents <br />and opponents were given an opportunity to be heard. Larry Johnson, Director of <br />Human Rights, made the presentation for the bills. He indicated that a substitute <br />bill had been filed for Bill No. 106 -83. Council Member McGann made a motion to <br />accept the substitute bill, seconded by Council Member Crone. The motion carried. <br />He indicated this appropriation would enable the Commission to enforce the law prohibiting <br />illegal discrimination and develop programs designed to promote equal opportunity in <br />employment and housing. He indicated that Bill No. 107 -83 is a transfer to pay unexpectly <br />high telephone bills. Council Member Voorde - made a motion Voorde made a motion to <br />recommend this bill to the Council favorable, as amended, seconded by Council Member <br />Harris. The motion carried. Council Member Taylor made a motion to recommend Bill <br />No. 107 -83 to the Council favorable, seconded by Council Member Crone. The motion <br />carried. <br />There being no further business to come before the Committee of the Whole, Council <br />Member Beck made a motion to rise and report to the Council, seconded by Council <br />Member Crone.
