REGULAR MEETING <br />SEPTEMBER 26, 1983 <br />"3 <br />Be it remembered that the Common Council of the City of South Bend met in the Council <br />Chambers of the County -City Building on Monday, September 26, 1983, at 7:00 p.m. The <br />meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Serge, Szymkowiak McGann, Taylor, <br />Zielinski, Crone, Harris, Voorde and Beck <br />Absent: None <br />REPORT FROM THE SUB - COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />Your sub - committee on the inspection and supervision of the minutes would res- <br />pectfully report that it has inspected the minutes of the September 12, 1983, meeting <br />of the Council and found them correct. <br />The sub - committee, therefore, recommends that the same be approved. <br />/s/ Beverlie J. Crone <br />Council Member Taylor made a motion that the minutes of the September 12, 1983, meeting <br />of the Council be accepted and placed on file, seconded by Council Member Serge. <br />The motion carried. <br />SPECIAL BUSINESS <br />RESOLUTION NO. 1088 -83 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CTY OF SOUTH BEND, <br />INDIANA COMMENDING ALL F THE PERSONS WHO PARTICIPATED IN THE <br />"RAP WITH GRANDMA AND GRANDPA PROGRAM" <br />WHEREAS, the South Bend Common Council recognizes that the "RAP WITH GRANDMA AND <br />GRANDPA PROGRAM" was held between June 21, 1983 and August 11, 1983; and <br />WHEREAS, the main objective of the program was to encourage members of the Older <br />Adults Council and other interested persons to serve at neighborhood schools in the <br />hope of developing a rapport with the children; and <br />WHEREAS, the Common Council recognizes that volunteers were at five (5) community <br />schools and parks during the Nutrition and Park Program hours, namely: Lincoln School, <br />Nuner School, Studebaker School, Kennedy School, and Kelly Park. <br />WHEREAS, the program consisted of speakers, showing crafts, playing games and <br />puzzles, and participating in contests; and <br />WHEREAS, the South Bend Common Council congratulates all of the participants of <br />the "Rap with Grandma and Grandpa Program" for a job well done. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CIY OF SOUTH BEND, <br />INDIANA, as follows: <br />SECTION I. The Common Council of the City of South Bend congratulates all of <br />the participants of the "Rap with Grandma and Grandpa Program" which was held between <br />June 21 and August 11th. <br />SECTION II. The Common Council expresses its sincere appreciation on behalf of <br />the community for all of the efforts and hard work of those who shared their expertise <br />and experiences with our Community's youth. <br />SECTION III. The Common Council wishes to especially thank Ruth Shirk, Chairman <br />of the Rap with Grandma and Grandpa Program" and Josephine Curtis, Chairman of the <br />Older Adults Council in coordinating this very successful program, and hopes that it <br />will be held again in 1984. <br />SECTION IV. This Resolution shall be in full force and effect from and after <br />its passage by the Common Council and approval by the Mayor. <br />/s/ Beverly D. Council Member Crone read the resolution, <br />congratulated Ruth Shirk and Josephine Curtis, and presented a copy of the resolution <br />to them. Council Member Taylor made a motion to adopt this resolution, seconded by <br />Council Member McGann. The resolution was adopted by a roll call vote of nine ayes. <br />James Regeland, member of the South Bend Energy Conservation Commission, gave the <br />commission's report on city -owned buildings. He indicated October has been declared <br />Energy Month by the Governor, and it was the intent of the Commission to be especially <br />active during October to show its commitment to reducing energy consumption and costs <br />
