11. "East Bank Development Area" and "EBDA" mean the area located within the <br />City's corporate boundaries designated by the following legal description. <br />Beginning at the intersection of the south right-of-way line of Jefferson <br />Boulevard and the east right-of-way line of Hill Street, the Point of <br />Beginning ("Point of Beginning") for this description; thence west along said <br />south right-of-way line to the projected centerline of the St. Joseph River; <br />thence meandering northwesterly, northeasterly and north along said <br />centerline to the westerly projection of the south right-of-way of Corby <br />Street; thence east along said projection and the south right-of-way line of <br />said Corby Street to the centerline of the first fourteen foot alley lying west <br />of Hill Street; thence south along said centerline to the north right-of-way <br />line of Crescent Avenue; thence southeasterly to the point of intersection of <br />the south right-of-way line of said Crescent Avenue with the centerline of <br />the first fourteen foot alley lying west of said Hill Street; thence <br />southeasterly, southwesterly and south along the centerline of said alley to <br />the centerline of the first fourteen foot alley lying north of Cedar Street; <br />thence east along said centerline to the centerline of the first fourteen foot <br />alley lying east of Hill Street; thence south along said centerline to the south <br />right-of-way line of Jefferson Boulevard; thence west along said right-of- <br />way line back to the Point of Beginning. <br />12. "Economic Development Target Areas" and "EDTA" mean the areas located <br />within the City's corporate boundaries which have been designated by the <br />Economic Development Commission according to the legal descriptions set forth <br />below. A maximum of fifteen percent (15%) of the total geographic territory of <br />the City may be designated as Economic Development Target Areas. <br />a.
