Require the companies performing <br />construction work associated with the project to contribute on behalf <br />of the employees on the project to a fund, plan, or insurance program <br />for medical and hospital care. [Twenty-two (22) Public Benefit Points] <br />f. Require Pension Benefits. Require the companies performing <br />construction work associated with the project to contribute on behalf <br />of the employees on the project to a fund, plan, or program for, <br />pensions on retirement. [Eighteen (18} Public Benefit Points] <br />g. Require Racial Diversity. Require the entities contracted by the <br />petitioner to perform construction work associated with the project to <br />maintain or establish an affirmative action plan ar other similar plan <br />with specific goals, objectives, and means (i.e., in-house training and <br />recruitment) with respect to achieving a level hiring field to achieve <br />racial, cultural, and gender diversity among workers. [Twenty (20) <br />Public Benefit Points] <br />3. Wages And Benefits Related Actions. The applicant will: <br />a. Pay Target Wage Levels. Pay its employees in each applicable <br />Standard Occupational Classification ("SOC") system category an <br />average Wage (calculated by summing the Wages of all the <br />employees in a given SOC category and then dividing the total Wages <br />by the number of such employees) that is at least one hundred <br />percent (100°!0) of the Mean Hourly Wage reported for the SOC <br />category by the Bureau of Labor Statistics in its most recent <br />Metropolitan Area Ocwpationat Employment and Wage Estimates for <br />the South Bend, Indiana Metropolitan Statistical Area. [Thirty-three <br />(33) Public Benefit Points] For the purpose of this provision, "V1/age" <br />means straight-time, gross pay, exclusive of premium pay, and <br />subject to the following specific inclusions and exGusions. <br />(1) Included are: base rate; cost-of-living allowances; guaranteed <br />pay; hazardous-duty pay; incentive pay including commissions <br />and production bonuses; on-call pay; and tips. <br />(2) Excluded are: back pay; jury duty pay; overtime pay; severance <br />pay; shift differentials; nonproduction bonuses; and tuition <br />reimbursements. <br />b. Provide Health Benefits. Contribute on behalf of its employees to a <br />fund, plan, or program for medical and hospital care. [Thirty-four (34) <br />Public Benefit Points] <br />c. Provide Pension Benefits. Contribute on behalf of its employees to a <br />fund, plan, or program for, pensions on retirement or death.
