REGULAR MEETING <br />AUGUST 29, 1983 <br />,5-Is- <br />Be it remembered that the Common Council of the City of South Bend met in the Council <br />portion in the Committee of the Whole, in the Council Chambers of the County -City <br />Building on Monday, August 29, 1983 at 4:00 p.m. The meeting was called to order and <br />the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Serge, Szymkowiak McGann, Taylor, <br />Zielinski, Crone, Harris, Voorde and Beck <br />BILL NO. 88-x83 <br />BILL NO. 89 -83 <br />Absent: None <br />A BILL APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE <br />EXPENSES OF SEVERAL DEPARTMENTS OF THE CITY GOVERNMENT OF <br />THE CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING <br />JANUARY 1, 1984, AND ENDING DECEMBER 31, 1984, INCLUDING ALL <br />OUTSTANDING CLAIMS AND OBLIGATIONS AND FIXING A TIME WHEN <br />THE SAME SHALL TAKE EFFECT. <br />A BILL LEVYING TAXES AND FIXING THE RATE OF TAXATION FOR THE <br />PURPOSE OF RAISING REVENUE TO MEET THE NECESSARY EXPENSES <br />FOR THE FISCAL YEAR ENDING DECEMBER 31, 1984. <br />BILL NO. 90 -83 A BILL APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE <br />EXPENSES OF THE ENTERPRISE FUNDS OF THE CITY OF SOUTH BEND, <br />INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1984 AND <br />ENDING DECEMBER 31, 1984. INCLUDING ALL OUTSTANDING CLAIMS <br />AND OBLIGATIONS, AND FIXING A TIME WHEN THE SAME SHALL TAKE <br />EFFECT. <br />Council Member Harris indicated that at the request of the City administration Bill <br />No. 88 -83 should be amended as on file with the City Clerk. He made a motion to accept <br />the amendment, seconded by Council Member Serge. Council Member Harris asked Joseph <br />Kernan, City Controller, if he was in agreement with the amendment. Mr. Kernan indicated <br />the amendment to the budget on pages 22 and 23 was completely up to the discretion of <br />the Council. He indicated it does not increase the line item within the Police Department <br />budget, therefore, the Council has the ability to do that. Council Member Harris <br />read the amendment: Account 110, 9 Crossing Guard I @ 4,286; account 110, 28 Crossing <br />Guard II at 4,565; account 110, 5 Crossing Guard III at $5,389; account 110, 1 Crossing <br />Guard 3/4 at $3,215. The motion carried. Council Member Beck made a motion to recommend <br />Bill No. 88 -83 to the Council favorable, as amended, seconded by Council Member Harris. <br />The motion carried. Council Member Beck made a motion to recommend Bill No. 89 -83 to <br />the Council favorable, seconded by Council Member Harris. The motion carried. Council <br />Member Beck made a motion to recommend Bill No. 90 -83, to the Council favorable, as <br />amended, seconded by Council Member Serge. The motion carried. <br />There being no further business to come before the Committee of the Whole, Council <br />Member Serge made a motion to rise and report to the Council, seconded by Council <br />Member Crone. The motion carried. <br />ATTEST: <br />City Clerk <br />ATTEST: <br />Ch ad,, man <br />REGULAR MEETING RECONVENED <br />Be it remembered that the Common Council of the City of South Bend reconvened in the <br />Council Chambers on the fourth floor of the County -City Building at 4:09 p.m. Council <br />President Beck presiding and nine members present. <br />BILL, SECOND READING <br />ORDINANCE NO. 7239 -83 AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING <br />THE EXPENSES OF SEVERAL DEPARTMENTS OF THE CITY GOVERNMENT <br />OF THE CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR <br />BEGINNING JANUARY 1, 1984, AND ENDING DECEMBER 31, 1984, <br />INCLUDING ALL OUTSTANDING CLAIMS AND OBLIGATIONS AND FIXING <br />A TIME WHEN THE SAME SHALL TAKE EFFECT. <br />This bill had second reading. Council Member Serge made a motion to amend the bill, <br />as amended in the Committee of the Whole, seconded by Council Member Zielinski. The <br />motion carried. Council Member Serge made a motion to pass the bill, as amended, <br />seconded by Council Member Harris. The bill passed by a roll call vote of seven ayes <br />and two nays (Council Members Crone and Voorde.) <br />ORDINANCE NO. 7240 -83 <br />AN ORDINANCE LEVYING TAXES AND FIXING THE RATE OF TAXATION <br />FOR THE PURPOSE OF RAISING REVENUE TO MEET THE NECESSARY <br />EXPENSES FOR THE FISCAL YEAR ENDING DECEMBER 31, 1984. <br />This bill had second reading. Council Member Serge made a motion to pass this bill, <br />seconded by Council Member Zielinski. The bill passed by a roll call vote of nine <br />ayes. <br />
