4 <br />Council Member Taylor made a motion to adopt this resolution, seconded by Council <br />Member Zielinski. The resolution was adopted by a roll call vote of nine ayes. <br />RESOLUTION <br />AN INDUCEMENT RESOLUTION RELATING TO THE OLD LATHE WORKS <br />PROJECT. <br />Council Member Taylor made a motion to table this resolution, seconded by Council <br />Member Zielinski. The motion carried. <br />BILLS, FIRST READING <br />BILL NO. 32 -83 A BILL CONSENTING TO THE ANNEXATION BY THE INCORPORATED TOWN <br />OF ROSELAND, INDIANA, OF CERTAIN TERRITORY. <br />This bill had first reading. Council Member Taylor made a motion to set this bill <br />for public hearing and second reading May 9, 1983, seconded by Council Member Zielinski. <br />The motion carried. <br />NEW BUSINESS <br />Council Member McGann made a motion to suspend the rules and have and have first <br />reading on Bill No. 33 -83, seconded by Council Member Harris. The motion carried on <br />a roll call vote of nine ayes. <br />ORDINANCE NO. 7186 -83 <br />AN ORDINANCE AUTHORIZING THE CITY OF SOUTH BEND TO ISSUE ITS <br />ECONOMIC DEVELOPMENT REVENUE BONDS, SERIES 1983 (SDT PARTNERSHIP <br />- 1983 PROJECT) AND APPROVING OTHER ACTIONS IN RESPECT THERETO. <br />This bill had first reading. Council Member McGann made a motion to suspend the <br />rules and have public hearing and second reading on this bill, seconded by Council <br />Member Zielinski. The motion caried on a roll call vote of nine ayes. This being <br />the time heretofore set for public hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. Kenneth Fedder, attorney for the Economic <br />Development Commission, made the presentation for the bill. He indicated this $4,680,000 <br />bond issue would be used for the purchase of machinery and equipment to be used in <br />the manufacture of synthetic industrial diamonds. This project will be a parnership's <br />singular operation and when in full operation will employ upwards to six (60) employees. <br />Ron Ryan, one of the partners in this operation give a brief description of the proposed <br />facility. Council Member Szymkowiak made a motion to pass this bill, seconded by <br />Council Member Taylor. The bill passed by a roll call vote of nine ayes. <br />PRIVILEGE OF THE FLOOR <br />Miss Fisher, 830 Forrest Ave., asked if tax could be taken off the utility bills. It <br />was explained to her that this was under the control of the State Legislature. <br />There being no further business to come before the Council, unfinished or new, Council <br />Member Taylor made a motion to adjourn, seconded by Council Member Serge.
