<br />STAFF REPORT December 9, 2002 <br />Initiated by the Common Council of the City of South Bend 2181-02 <br />Location: 615 North Michigan Street, and <br />property located on the block bounded by <br />Michigan Street, Bartlett Street, <br />Lafayette Boulevard and the vacated <br />Navarre Street <br />City of South Bend <br />REQUESTED ACTION: The petitioner is requesting a zone change <br />from "B" Residential, "A" Height and Area, "B" <br />Residential, "C" Height and Area, and "C" <br />Commercial, "F" Height and Area to "C" <br />Commercial, "G" Height and Area to allow <br />hospital/medical related uses and their <br />associated uses. <br />EXISTING LAND USE: The property currently contains a regional <br />medical center, medical related uses and their <br />associated uses. <br />SURROUNDING LAND USE AND ZONING: Located to the north is the YWCA zoned "B" <br />Residential, "C" height and area, a school and <br />an off-street parking facility zoned "A" <br />Residential, "A" Height and Area, and medical <br />uses and associated off-street parking <br />facilities zoned "C" Commercial, "F" Height <br />and Area; to the west across Michigan Street <br />are medical uses and their associated uses <br />zoned "C" Commercial, "C" and "F" Height and <br />Area and a mixed-use building zoned "C" <br />Commercial, "F" Height and Area; to the south <br />are hospital/medical related uses and <br />associated off-street parking facilities zoned <br />"C" Commercial, "C" and "G" Height and Area; <br />and to the west are residential uses, <br />including single-family, two-family and <br />multi-family zoned "A" Residential, "C" Height <br />and Area. <br />ACCESS• Access to the site is from Bartlett Street, <br />Michigan Street, and Lafayette Boulevard. <br />WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site. <br />DRAINAGE: The drainage has not been addressed by the <br />petitioner. <br />SITE DATA• The total site to be rezoned is 10.7 acres. <br />ENVIRONMENTAL DATA: A check of the Agency's maps indicates that no <br />flood hazards, wetlands or environmental <br />hazard areas are present. A community <br />wellfield is located east of the site. <br />SITE PLAN• A site plan is not required for rezonings that <br />are initiated by the Common Council. <br />AGENCY COMMENTS• <br />PRELIMINARY <br />STAFF RECOMMENDATION: Based on information available prior to the <br />
