REGULAR MEETING OCTOBER 25, 1982 <br />RESOLUTION NO. 1005 -82 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, RECOMMENDING THAT ALL AREA RESIDENTS EXERCISE <br />CARE AND SAFETY AS THEY CELEBRATE HALLOWEEN. <br />WHEREAS, the evening of October 31st is a special date celebrated each year by <br />young and old alike; and <br />WHEREAS, Halloween is traditionally remembered as an evening for children going <br />"trick or treating" throughout our neighborhoods as they are dressed in their favorite <br />costumes; and <br />WHEREAS, the Board of Public Safety at its meeting of September 7th designated <br />the hours of 5 p.m. to 7 p.m. on October 31st as the hours for trick or treating; <br />and <br />WHEREAS, the Common Council recommends that residents consider giving out small <br />toys or games rather than food items this year, as a public safety precaution. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, as follows: <br />SECTION I. The South Bend Common Council recommends that all areas residents <br />exercise care and safety as they celebrate Halloween on October 31st, and consider <br />giving out small toys or games to this years "trick or treaters." <br />SECTION II. The Common Council wishes all residents a safe and happy Halloween. <br />SECTION III. This resolution shall be in full force and effect from and after <br />its adoption by the Common Council and approval by the Mayor. <br />/s/ Lewis A. McGann <br />Member of the Common Council <br />A public hearing was held on the resolution at this time. Council Vice President <br />Crone chaired this public hearing. Council President McGann indicated this resolution <br />was recommended that the residents give out small toys and games this Halloween. <br />Jane Swan, 1706 S. Walnut, indicated toys and games were a good idea, however, the <br />cost would be prohibitive. Council Member Serge made a motion to adopt this resolution, <br />seconded by Council Member Taylor. The resolution was adopted by a roll call vote <br />of nine ayes. <br />RESOLUTION NO. 1006 -82 A RSOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, APPROVING THE AWARD OF THREE CONTRACTS IN <br />EXCESS OF $10,000.00 FOR THE REHABILITATION WORK IN THE <br />COMMUNITY DEVELOPMENT PROGRAM THROUGH THE BUREAU OF HOUSING'S <br />SOUTH BEND HOME IMPROVEMENT AND REHABILITATION LOAN PROGRAM. <br />WHEREAS, low bids for the rehabilitation work under the Community_Development <br />Housing South Bend Home Improvement and Rehabilitation Programs have exceeded $10,000.00. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, <br />Indiana; <br />1. That approval be granted to the Redevelopment Commission of the City of <br />South Bend, Indiana, to enter into a contract with th following contractor(s) for <br />the rehabilitation work on the following properties: <br />CONTRACTOR <br />Con. 661 Lawndale <br />Workmasters, Inc. <br />Reese & Sons Con. <br />DOLLAR AMOUNT REHABILITATION <br />ADDRESS OF CONTRACT NUMBER Aardvark <br />$12,765.00 CD1 /RL /01 <br />2008 W. Linden $14,845.00 CD1 /RL /02 <br />2003 S. Catalpa $17,478.78 CD1 /RL /03 <br />2. That this resolution shall be in full force and effect from and after its <br />adoption by the Common Council and its approval by the Mayor of the City of South <br />Bend, Indiana. <br />/s/ Lewis McGann <br />Member of the Common Council <br />A public hearing was held on the resolution at this time. Ann Kolata, Deputy Director <br />of Redevelopment, indicated that the Loan Advisory Board and Redevelopment have <br />reviewed the bids and recommended the awarding of the contracts. Council Member <br />Szymkowiak made a motion to adopt this resolution, seconded by Council Member Serge. <br />The resolution was adopted by a roll call vote of nine ayes. <br />BILLS, FIRST READING <br />BILL NO. 120 -82 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: FIRST <br />7' NORTH /SOUTH ALLEY WEST OF AND ADJACENT TO LOT F, JOHN E. <br />WALZ REVISED ADDITION RUNNING SOUTH FROM THE SOUTH LINE OF <br />VACATED DEAN STREET TO THE NORTH LINE OF SHERWOOD STREET. <br />
