The motion carried. <br />BILL NO. 87 -82 A BILL APPROPRIATING $20,000.00 FROM THE LOCAL ROAD AND <br />STREET FUND TO PROJECT R &S 48 -3, IRONWOOD FROM INWOOD TO <br />NORTH OF RIDGEDALE, WITHIN THE LOCAL ROAD AND STREET FUND. <br />Now is the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. John Leszczynski, Director of <br />Public Works, made the presentation for the bill. He indicated this project entails <br />the widening of Ironwood and installation of storm sewers. The motion carried. <br />BILL NO. 88 -82 A BILL APPROPRIATING $500,000 FROM THE 1982 COMMUNITY BLOCK <br />GRANT FUND TO SUPPLEMENT THE ECONOMIC DEVELOPMENT CAPITAL <br />FUND TO BE ADMINISTERED BY THE CITY OF SOUTH BEND, INDIANA, <br />THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT. <br />Council Member McGann made a motion to continue public hearing and second reading on <br />this bill until August 25, seconded by Council Member Crone. The motion carried. <br />BILL NO. 89 -82 A BILL APPROPRIATING $30,000.00 FROM THE COMMUNITY DEVELOPMENT <br />BLOCK GRANT FUND TO CONTRACT WITH PROJECT FUTURE TO PROVIDE <br />TECHNICAL ASSISTANCE IN CONNECTION WITH CERTAIN ECONOMIC <br />DEVELOPMENT ACTIVIITES IN THE INNER -CORE AREA OF THE CITY <br />OF SOUTH BEND, INDIANA. <br />Now is the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Jon Hunt, Director of Redevelopment, <br />made the presentation for the bill. He indicated that Project Future was a community - <br />wide economic development effort, and is the culmination of an eleven month process <br />of research, analysis, plan development. He indicated it represents all aspects of <br />our community from government and labor to education and business. Patrick McMahon, <br />Director of Project Future, asked for Council concurrance by passing this bill. <br />Council. Member Szymkowiak made a motion to recommend this bill to the Council favorable, <br />seconded by Council Member McGann. The motion carried. <br />Council Member McGann made a motion that public hearing be combined on bill nos. 90 <br />and 91 -82, seconded by Council Member Zielinski. The motion carried. <br />BILL NO. 90 -82 A BILL APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING <br />THE EXPENSES OF THE SEVERAL DEPARTMENTS OF THE CITY GOVERNMENT <br />OF THE CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR <br />BEGINNING JANUARY 1, 1983 AND ENDING DECEMBER 31, 1983, <br />INCLUDING ALL OUTSTANDING CLAIMS AND OBLIGATIONS, AND FIXING <br />A TIME WHEN THE SAME SHALL TAKE EFFECT. <br />BILL NO. 91 -82 <br />A BILL LEVYING TAXES AND FIXING THE RATE OF TAXATION FOR <br />THE PURPOSE OF RAISING REVENUE TO MEET THE NECESSARY EXPENSES <br />FOR THE FISCAL YEAR ENDING DECEMBER 31, 1983. <br />Now is the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Joseph Kernan, City Controller, <br />made the presentation for the bills. He indicated this budget was an increase of <br />$2,219,000 over 1982. He indicated this budget does not callfor an appeal of the <br />levy. Jane Swan, 1706 Walnut, indicated it was difficult to comment on the budget <br />without seeing the details. Michael McFarland, 1733 O'Brien, indicated the budget <br />does not disclose the City's indebtness. Council Member McGann made a motion to <br />continue public hearing until the August 30, 1982, meeting at 5:00 p.m., seconded by <br />Council Member Beck. The motion carried. <br />
