Rushes first addition <br />to the City of South Bend, Indiana, as found in plat book seven, page (8) eight. Set <br />plat books found in the office of Saint Joseph Cunty recorder South Bend, Indiana: <br />Described more specifically as follows: The commencing point being at North West <br />Corner of Lot (75) seventy -five in said Rushes fourth addition Thence South 00 -04' <br />East 419 -9 feet to South West corner of lot 148 in said Edward H. Rushes first addi- <br />tions Thence South 890 -49' East 254 -1 foot to South East corner of lot 140 in said <br />Edward H. Rushes first addition: Thence North 00 -03' West 419 -9 feet to North East <br />corner of lot 83 in said Edward H. Rushes fourth addition: Thence North 890 -49' West <br />254.2 feet to the point of commencing. Except all North, South, East, and West <br />alleys between said lots. Subjects to all assessments of records. <br />be designated as an Urban Development Area under the provisions of Indiana Code 6- <br />1.1- 11.1 -1 and that the public utility and benefit of the project be determined; and <br />WHEREAS, the Redevelopment Commission has conducted an investigation pursuant to <br />Section 2 -77 of the Municipal Code and prepared a report determining that the area <br />qualified as an Urban Development Area under Indiana Code 6 -1.1- 12.1 -1 and has fur- <br />ther prepared maps and plats showing the boundaries and such other information as <br />required by law of the area in question; and <br />WHEREAS, the Human Resources and Economic Development Committee of the Common <br />Council has reviewed said report and recommended to the Common Council that the area <br />qualifies as an Urban Development Area. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />SECTION I. That the Common Council hereby accepts the report and recommendation <br />of the Human Resources and Economic Development Committee that the area herein des- <br />cribed be designated an Urban Development Area and hereby adopts a resolution design- <br />ating this area as an Urban Development Area for purposes of real property Tax Abate- <br />ment. <br />SECTION II. That the Common Council requests the City Clerk to submit this <br />Resolution along with supporting data to the Area Plan Commission for its written <br />order approving or disapproving this resolution. <br />SECTION III. That the Common Council directs the City Clerk, upon receipt of <br />the report of the Area Plan Commission to cause notice of the adoption of this resol- <br />ution to be published, said publication providing notice of the public hearing before <br />the Common Council on said declaration. <br />SECTION IV. This resolution shall be in full force and effect from and after <br />its adoption by the Common Council and approval by the Mayor. <br />/s/ Lewis A. Patrick McMahon, Director <br />of Redevelopment, indicated the land would be used to build a new facility of Plast <br />Ad Corporation. He indicated they are presently located in Mishawaka. Council Mem- <br />ber Szymkowiak made a motion to adopt this resolution, seconded by Council Member <br />Taylor. The resolution was adopted by a roll call vote of seven ayes. <br />BILLS, FIRST READING <br />BILL NO. 10 -82 <br />A BILL TRANSFERRING $4,693.30 FROM THE PARK DISTRICT CON- <br />STRUCTION FUND TO THE PARK DISTRICT BOND REDEMPTION FUND TO <br />BE ADMINISTERED BY THE DEPARTMENT OF PUBLIC PARKS. <br />This bill had first reading. Council Member Beck made a motion to set this bill for <br />public hearing and second reading, February 8, 1982, seconded by Council Member Dom- <br />browski. The motion carried. <br />PRIVILEGE OF THE FLOOR <br />T. Brooks Brademas, indicated that the Freeman - Spicer Building was the best site for <br />the Studebaker Museum. He indicated that funds could be provided through the Ho- <br />tel /Motel Tax Board. <br />Phil Slatt, 54909 Hollywood and Phil Magaldi, 1122 E. South, indicated that the new <br />license ordinance was unfair taxation to the laundromats in the City. <br />Fritz Mutzl, 320 Parkovash, indicated that trash trucks should be equipped with snow <br />blades, in order the clean the alleys. <br />UNFINISHED BUSINESS <br />Council Member Beck made a motion to set Bill No. 137 -81 and Bill No. 3 -82 for public <br />hearing and second reading February 8, seconded by Council Member Dombrowski.
