<br />A public hearing was held on the resolution at this time. Kathy Baumgartner, Director
<br />of the Bureau of Housing, she indicated this improvement program has been in existence
<br />since 1975, and five area banks have formed a consortium to make available 9% annual
<br />interest home improvement loans to individuals who do not qualify for conventional
<br />financing, yet are credit worthy. Council Member Serge made a motion to adopt this
<br />resolution, seconded by Council Member Szymkowiak. The resolution passed by a roll
<br />call vote of nine ayes.
<br />RESOLUTION NO. 916 -81 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND
<br />AUTHORIZING THE BOARD OF PUBLIC WORKS TO NEGOTIATE THE SALE
<br />OF A CITY -OWNED LOT LOCATED AT 123 SOUTH ILLINOIS (HOMESTEAD
<br />PROPERTY).
<br />WHEREAS, the Board of Public Works of the City of South Bend, pursuant to the
<br />Municipal Code of the City of South Bend, Chapter 14.5, has offered for sale the
<br />following described property:
<br />South 42 feet of North 162 feet of Lot 1028, LaSalle Park Addition, more commonly
<br />known as 213 South Illinois Street,
<br />at an offering price of $440.00; and
<br />WHEREAS, the Board of Public Works of the City of South Bend has now received an
<br />offer to purchase the property at 213 South Illinois for a price of $220.00; and
<br />WHEREAS, The Board of Public Works has now complied with all requirements of the
<br />Municipal Code of the City of South Bend, Chapter 14.5, which establishes procedures
<br />for the disposition of real property owned by the City of South Bend, and more specificall
<br />real property valued by the Board at less than $1,000.00.
<br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend
<br />that:
<br />SECTION 1. The Board of Public Works be authorized to negotiate a contract for
<br />the sale of:
<br />South 42 feet of North 162 feet of Lot 1028, LaSalle Park Addition, more commonly
<br />known as 213 South Illinois Street,
<br />for a total price of Two Hundred Twenty Dollars ($220.00).
<br />SECTION 2. This resolution shall be in full force and effect from and after its
<br />adoption by the Common Council and approval by the Mayor.

<br />A public hearing was held on the resolution at this time. Joseph Kernan, City Controller,
<br />indicated that the appraised value of this property was $440, however, they had received
<br />an offer of $220. Council Member Serge made a motion to adopt this resolution, seconded
<br />by Council Member Voorde. The resolution was adopted by a roll call vote of nine
<br />ayes.

<br />ORDINANCE NO. 6987 -81 AN,ORDINANCE- AUTHORIZING THE ISSUANCE AND,
<br />-SALE OF $1,000,000 ECONOMIC DEVELOPMENT REVENUE
<br />BONDS OF THE CITY OF SOUTH BEND, INDIANA, FOR
<br />THE PURPOSE OF MAKING A LOAN TO DAYTON - HUDSON
<br />CORPORATION IN ORDER TO FINANCE THE ACQUISITION,
<br />CONSTRUCTION AND INSTALLATION OF CERTAIN
<br />ECONOMIC DEVELOPMENT FACILITIES LOCATED IN
<br />THE CITY OF SOUTH BEND, INDIANA; AUTHORIZING
<br />EXECUTION OF A LOAN AGREEMENT, AN INDENTURE
<br />OF TRUST AND A BOND PURCHASE AGREEMENT; AND
<br />APPROVING RELATED MATTERS.
<br />This bill had first reading. Council Member Taylor made a motion to
<br />suspend the rules and have public hearing and second reading on this
<br />bill, seconded by Council Member Szymkowiak. The motion carried on a roll call vote
<br />of nine ayes. Now is the time heretofore set for public hearing on the above bill,
<br />proponents and opponents were given an opportunity to be heard. Kenneth Fedder,
<br />attorney for the Economic Development Commission, made the presentation for the bill.
<br />He indicated this bill should be amended by accepting a substitute bill filed with
<br />the City Clerk. Council Member Dombrowski made a motion to accept the substitute
<br />bill, seconded by Council Member Taylor. The motion carried. Mr. Fedder indicated
<br />this bond issue would be used to acquire, construct and develop certain facilities,
<br />previously designated as Ayr -Way Stores, alllocated in South Bend. He indicated the
<br />upgrading of these stores will assure the continuation of 530 employees in the South
<br />Bend area, and they anticipated hiring approximately 35 -45 new employees. Leslie
<br />Doty, 3502 Lincoln Way West, spoke against this bill. Council Member Szymkowiak made
<br />a motion to pass this bill, seconded by Council Member Taylor. The bill passed by a
<br />roll call vote of nine ayes.
