► S"'1 <br />RESOLUTION NO. 890 -81 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, COMMENDING CORPORAL KENNETH EMERICK OF THE <br />.SOUTH BEND POLICE DEPARTMENT FOR HIS COURAGEOUS AND VALIANT <br />RESCUE ATTEMPT ON JULY 2, 1981. <br />WHEREAS, the Common Council of the City of South Bend, Indiana, recognizes that <br />each Police Officer swears to uphold an oath which calls for the protection of life <br />and property in the line of duty; and <br />WHEREAS, on July 2, 1981, Corporal Kenneth Emerick of the South Bend Police <br />Department attempted to rescue a man from the St. Joseph River; and <br />WHEREAS, upon arriving at the scene and seeing a man in the water, Corporal <br />Emerick jumped into the St. Joseph River from the west bank just north of the Colfax <br />Bridge; and <br />WHEREAS, Corporal Emerick attempted to rescue the individual from a river which <br />was over two feet above its normal depth, and against a swift moving current; and <br />WHEREAS, Corporal Emerick's attempt to rescue his fellow man shows the quality <br />of his selfless and courageous efforts, which even resulted in his own hospitaliza- <br />tion. <br />NOW, THEREFORE, BE IT RESOLVED by the.Common Council of the City of South Bend, <br />Indiana, as follows: <br />SECTION I. The Common Council of the City of South Bend, Indiana, commends the <br />team effort of the South Bend Fire Department, and in particular the courageous effort <br />of CORPORAL KENNETH EMERICK'of the South Bend Police Department, in the July 2, 1981 <br />rescue attempt of an individual from the St. Joseph River. <br />SECTION II. The Common Council believes that the determination of Corporal <br />Emerick to save life against all adversities clearly epitmoizes a dedicated Police <br />Officer who is a credit to the Department and to the City of South Bend, who went <br />beyond the call of duty. <br />SECTION III. This Resolution shall be in full force and effect from and after <br />its adoption by the Common Council and approved by the Mayor. <br />/s /Beverlie Beck <br />Member of the Common Council <br />Member Voorde read the resolutions. Council Members Voorde and Taylor presented the <br />resolutions to Corporal McGann and Corporal Emerick. Joseph Kernan, City Controller, <br />speaking on behalf of the Mayor, expressed appreciation for their valiant rescue at- <br />tempt. Council Member Taylor made a motion to adopt Resolution No. 889 -81, seconded <br />by Council Memer Szymkowiak. The resolution was adopted by a roll call vote of nine <br />ayes. Council Member Dombrowski indicated life saving equipment should be assigned to <br />police cars in the river area. Council Member Taylor made a motion to adopt Resolu- <br />tion No. 890 -81, seconded by Council Member Dombrowski. The resolution was adopted by <br />a roll call vote of nine ayes. <br />REPORTS <br />Council Member Serge indicated that the Public Works Committee had met regarding the <br />feasibility study on the City vehicle fleet. He indicated the committee recommended" <br />this study. <br />Council Member Beck indicated that the Residential Neighborhood Committee had met on <br />the Bill No. 46 -81, regarding motor vehicle noise control, and they gave a favorable <br />recommendation. <br />Council Member Crone indicated that the Personnel & Finance Committee had met regard- <br />ing Bill No. 63 -81, fees charged by the Police Department, and the committee gave a <br />favorable recommendation. <br />Council Member Dombrowski made a motion to resolve into the Committee of the Whole, <br />seconded by Council Member Szymkowiak.
