<br />A BILL APPROPRIATING $500,000.00 FROM THE 1979 COMMUNITY
<br />DEVELOPMENT BLOCK GRANT FOR ACQUISITION, RELOCATION AND
<br />CLEARANCE ACTIVITIES IN THE EAST BANK AND MONROE - SAMPLE
<br />DEVELOPMENT AREAS, TO BE ADMINISTERED BY THE CITY OF SOUTH
<br />BEND THROUGH THE DEPARTMENT OF REDEVELOPMENT.
<br />Now is the time heretofore set for public hearing on the above bill, proponents and
<br />opponents were given an opportunity to be heard. Patrick McMahon, Director of Redevelopment,
<br />indicated he would also like to make the presentation for Bill No. 26 -81 at this
<br />time.
<br />BILL NO. 26 -81
<br />A BILL APPROPRIATING $1,600,000.00 FROM THE SECTION 108
<br />LOAN GUARANTEE PROGRAM OF THE HOUSING AND COMMUNITY
<br />DEVELOPMENT ACT OF 1974, AS AMENDED, FOR ACQUISITION,
<br />RELOCATION AND CLEARANCE ACTIVITIES IN THE EAST BANK AND
<br />MONROE - SAMPLE DEVELOPMENT AREAS, TO BE ADMINISTERED BY THE
<br />CITY OF SOUTH BEND THROUGH THE DEPARTMENT OF REDEVELOPMENT.
<br />Now is the time heretofore set for public hearing on the above bill, proponents and
<br />opponents were given an opportunity to be heard. Patrick McMahon, Director of Public
<br />Works, made the presentation on the bills. He indicated that Bill No. 26 -81 should
<br />be amended to correct the Program Number to PROGRAM CD- 79/80- 602B /D. Council Member
<br />McGann made a motion to amend the bill, seconded by Council Member Dombrowski. The
<br />motion carried. He indicated these funds would be used for acquisition, relocation
<br />and clearance activities in the East Bank and Monroe - Sample areas. He indicated the
<br />$500,000 was in the original 1979 Community Development budget but was not appropriated
<br />at that time. The $1,600,000 from the Section 108 Loan Guarantee Program, was the
<br />entire amount of the Section 108 Loan. He indicated these appropriations would allow
<br />the City to implement the recently adopted plans for East Bank and Monroe - Sample
<br />Development Areas. Council Member Szymkowiak made a motion to recommend Bill No. 25-
<br />81 to the Council favorable, seconded by Council Member Taylor. The motion carried.
<br />BILL NO. 31 -81 A BILL OF THE CITY OF SOUTH BEND, INDIANA, APPROPRIATING
<br />THE SUM OF FIVE MILLION NINE HUNDRED FIFTEEN THOUSAND
<br />DOLLARS ($5,915,000.00) TO BE APPLIED ON THE COST OF VARIOUS
<br />PURCHASES, CONSTRUCTION, REMODELING AND PUBLIC IMPROVEMENTS
<br />BY THE CITY TOGETHER WITH THE INCIDENTAL EXPENSES IN CONNECTION
<br />THEREWITH.
<br />Now is the time heretofore set for public hearing on the above bill, proponents and
<br />opponents were given an opportunity to be heard. Joseph Kernan, City Controller,
<br />made the presentation for the bill. He indicated the bill should be amended, in
<br />Section 1. He said the amended version had been filed with the City Clerk. He indicated
<br />that the amendment calls for more detail as to how the moneys in this additional
<br />approriation will be spent. Council Member McGann made a motion to accept this amendment,
<br />seconded by Council Member Taylor. The motion carried. He indicated that the Administration
<br />had made an extensive presentation at the last Council meeting, and he wanted to
<br />highlight a few things, that were mentioned at that meeting. He indicated that since
<br />1973 there had been substantial cutbacks in moneys made available from tax revenues
<br />and local sources of funding. He indicated they were able to supplement those cutbacks
<br />with increased funding from the Federal Government, however, it is apparent today
<br />that Federal funding is in jeopardy, we are also faced with cutback in local funds,
<br />such as Motor Vehicle and Highway and the property tax freeze. He indicated that
<br />substantial efforts have been made in the City over the past years to save money, in
<br />order to provide a continuing level of service. He indicated that if the additional
<br />appropriation bill was not successful the kinds of cutbacks we spoke about several
<br />weeks ago would definitely take place, and the salary ordinances that are up for
<br />first reading would also be in jeopardy. He indicated this was the most responsible
<br />alternative left to the City. Irene Mutzel, 320 Parkovash, indicated that the remon-
<br />strators felt the same as they did three weeks ago. She indicated this bond issue
<br />could be reduced substantially. _She asked that it be reduced, to 2.9 million. The
<br />following people spoke against this bill: Fred Rice, 717 S. Kentucky, Mike Waite,
<br />1236 Vassar, Dominic DeCosta, 754 Cottage Grove, Wayne Werts, 1889 Riverside, John
<br />Gleva, 5039 Packard. Council Member Dombrowski spoke against passage of this bill.
<br />Council Members Serge, Beck, McGann and Kopczynski spoke in favor of this bill. Council
<br />Member Taylor made a motion to recommend this bill to the Council favorable, as amended,
<br />seconded by Council Member Kopczynski. The motion carried on a roll call vote of six
<br />ayes and three nays (Council Members Crone, Dombrowski and Voorde.)
<br />BILL NO. 32 -81
<br />A BILL AMENDING CHAPTER 2, ARTICLE 6 OF THE MUNICIPAL CODE
<br />OF THE CITY OF SOUTH BEND, ENTITLED TAX ABATEMENT PROCE-
<br />DURES.
<br />Now is the time heretofore set for public hearing on the above bill, proponents and
<br />opponents were given an opportunity to be heard. Patrick McMahon, Director of Re-
<br />development, made the presentation for the bill. He indicated this bill reflected a
<br />great deal of work on the part of the Council, Redevelopment and the Administration.
<br />He indicated they had established some definite areas for abatement, which will be
<br />discussed later this evening when the resolution has public hearing. He indicated
<br />this will clearly define the process and resolve some of the questions regarding tax
<br />abatement. Council Member Crone made a motion to amend the bill in Section 2 -76 (a)
<br />by removing "and publication ", seconded by Council Member Taylor. The motion car-
<br />ried. Council Member Dombrowski made a motion to recommend this bill to the Council
<br />favorable, as amended, seconded by Council Member Dombrowski. The motion carried.
