REGULAR MEETING JANUARY 12; 1981 <br />COMMITTEE.OF.THE.WHOLE_.MEETING <br />BILL NO. 143 -80 A BILL APPROVING THE FORM AND TERMS OF LOAN AGREEMENT, <br />INDENTURE OF TRUST, AND ECONOMIC DEVELOPMENT REVENUE <br />BONDS, AND AUTHORIZING THE EXECUTION THEREOF, AND <br />APPROVING RESOLUTION OF THE SOUTH BEND ECONOMIC DEVELOP - <br />MENT COMMISSION RELATING TO LIRA'S TIMBERLINE INC. PROJECT. <br />This being the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Mr. Kevin Butler, attorney for Cira's <br />made the presentation for the bill. He indicated this $300,000 issue would be used to <br />construct improvements and to acquire and install furnishings, fixtures and equipment <br />to be used in a supermarket. He indicated that forty full and part -time jobs will be <br />created. Council Member Serge made a motion to recommend this bill to the Council <br />favorable, seconded by Council Member Kopczynski. The motion carried. <br />BILL NO. 144 -80 A BILL APPROPRIATING $200,000.00 FROM THE COMMUNITY DEVELOP - <br />MENT BLOCK GRANT FUND FOR THE ESTABLISHMENT OF A LOW- INTEREST <br />LOAN FUND FOR COMMERCIAL AND RESIDENTIAL REHABILITATION TO BE <br />ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION <br />OF COMMUNITY DEVELOPMENT. <br />This being the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Patrick McMahon, Director of Redevelopment <br />made the presentation for the bill. He indicated this appropriation was to establish a <br />low- interest loan fund for commercial and residential rehabilitation and that the money <br />would be transferred from the 1980 Unspecified Local Option account. He indicated while <br />the emphasis remains on residential structures, they feel it is necessary to develop an <br />additional program to assist in rehabilitation of commercial buildings. He indicated this <br />is a loan fund, not a grant program, and the interest rate will vary between 1 and 5 per <br />cent. Heindicated that three developers have expressed an interest in rehabilitating the <br />Odd Fellows Building, if some additional funds can be made available to them to make the <br />project economically feasible. Council Member Kopcyznski made a motion to recommend the <br />bill to the Council favorable, seconded by Council Member Szymkowiak. The motion carried. <br />BILL NO. 145 -80 A BILL APPROPRIATING $18,500 FROM THE COMMUNITY DEVELOPMENT <br />BLOCK GRANT FUND FOR THE SUPPORT OF A NEIGHBORHOOD CLEAN -UP <br />CREW TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH <br />ITS DIVISION OF COMMUNITY DEVELOPMENT AND THE NEIGHBORHOOD <br />CODE ENFORCEMENT OFFICE. <br />This being the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard., Marzy Bauer, Director of Community De- <br />velopment, made the presentation for the bill. She indicated this clean -up crew was <br />working in the strategy areas of the City. She indicated this program was making a <br />positive impact on the NSA neighborhoods. Council Member Szymkowiak made a motion to <br />recommend this bill to the Council favorable, seconded by Council Member Kopcyznski. <br />The motion carried. <br />BILL NO. 146 -80 <br />A BILL AMENDING CHAPTER 9, ARTICLE 2 OF THE MUNICIPAL CODE <br />OF THE CITY OF SOUTH BEND, INDIANA, TO AMEND THE REQUIRE- <br />MENTS FOR SMOKE DETECTORS. <br />This being the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Eugenia Swartz, Assistant City Attorney, <br />made the presentation for the bill. She indicated this bill should be amended by a sub- <br />stitute bill. Council Member Taylor made a motion to accept a substitute bill, which was <br />filed with the City Clerk, seconded by Council Member McGann. The motion carried. She <br />indicated this bill was necessary i..n order to clarify the original ordinance so that it <br />may be enforced. She indicated that confusion had arisen as to the required placement, <br />and this bill would alleviate the confusion, as well as bring the requirements for smoke <br />detectors into compliance with requirements of the Indiana Construction Rules and Regula- <br />tions. Council Member Szymkowiak made a motion to recommend this bill to the Council <br />favorable, as amended, seconded by Council Member Taylor. The motion carried. <br />BILL NO. 147 -80 <br />A BILL AMENDING ORDINANCE NO. 6657 -79 TO MODIFY THE NON - <br />REVERTING INSURANCE PREMIUM AND LIABILITY RESERVE FUND. <br />This being the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Joseph Kernan, City Controller, made <br />the presentation for the bill. He indicated this bill deletes the authorization for pay- <br />ment of safety coordinators. Council Member Kopczynski made a motion to recommend this <br />bill to the Council favorable, seconded by Council Member Taylor.
