SPECIAL MEETING JANUARY 5, 1981 <br />SECTION IV. Hereby declares that such resource procurement efforts shall include but <br />not be limited to the submission of an application to the Department of Housing and Urban <br />Development for Section 108 Loan Guarnatee Assistance. The Section 108 Loan Guarantee shal <br />be secured by South Bend's Community Development Block Grant annual allocation. <br />SECTION V. Hereby supports and is in favor of obligating other resources as available, <br />to meet the commitments established in this Resolution; and supports the continued pursuit <br />of an Urban Development Action Grant from the United States Department of Housing and Urban <br />Development; <br />SECTION VI Declares that this Resolution shall be in full force and effect from and after <br />its adoption by the Common Council and approval by the Mayor. <br />/s /Walter M. Szymkowiak <br />Member of the Common Council <br />* ** SPECIAL CALL FOLLOWS RESOLUTION <br />CALL FOR A SPECIAL MEETING OF <br />THE SOUTH BEND COMMON COUNCIL <br />I am calling a special meeting of the South Bend Common Council to be held Monday, <br />January 5, 1981, at 7:00 p.m. in the Council Chambers on the 4th Floor of the County -City <br />Building. The purpose of this special meeting is to consider and hold a public hearing <br />on a Resolution entitled: <br />RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA, AFFIRMING THE CITY'S INTENT TO <br />MAKE THE DESIGNATED ETHANOL PLANT SITE IN THE SOUTH - <br />WEST PART OF THE CITY OF SOUTH BEND ACCESSIBLE AND <br />BUILDABLE, THEREBY MAKING SUCH SITE COMPETITIVE WITH <br />LOCATIONS OUTSIDE THE SOUTH BEND CITY LIMITS. <br />I received the attached Call for a Special Council Meeting January 2, 1981. Moreland #279 <br />Member of the South Bend Police Department <br />,Be it remembered that the Common Council of the City of South Bend met in a special meeting <br />in the Council Chambers of the County -City Building on Monday, January 5,1981. at 7:00 p.m. <br />The meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Serge, Szymkowiak, Beck, Taylor, Kipczynski, Crone, <br />Dombrowski, Voorde and McGann <br />Absent: None <br />A public hearing was held on the resolution at.-this time. Mayor Roger 0. Parent, indicated <br />he was asking the City Council to make a strong commitment that we do want the ethanol plant <br />in South Bend and we are willing to make the necessary financial sacrifice. He indicated <br />that the site selected was zoned heavy industrial, it has railroad access, highway access, <br />it was close to a large majority of the working population in this County, and this was just . <br />some of the reasons why this site was selected by New Energy Corporation officials as well <br />as the City Administration. He indicated there were two ways the City encouraged New Energy <br />Corporation to locate in South Bend; the first way was through tax abatement, which gives <br />reduced property taxes over a ten year period; the second way was to tell them that we would <br />make the site economically competitive with sites located elsewhere (making the site accessib <br />and buildable.) He indicated that New Energy asked the City for a commitment, and we initiat <br />the process of tax abatement, we prepared and submitted to the Federal Government an applica- <br />tion for an Urban Development Action Grant. He said we have not yet received word from <br />
