Byomi <br />Executive Director Assistant Director <br />Phone 574 235-9571 Fax 574 235-9813 <br />November 14, 2002 <br />The Board of Public Works <br />13th Floor, County-City Building <br />South Bend, Indiana 46601 <br />RE: Preliminary concerns and comments for potential vacation of the alleys generally <br />described as the east/west alley and the north half of the north/south alley on the block <br />bounded by Jefferson Boulevard, Lafayette Boulevard, Wayne Street, and Main Street. <br />Dear Board Members: <br />The staff has reviewed this possible petition and believes that vacating these alleys would pose <br />several problems and would likely recommend denial if the petition were submitted without an <br />appropriate development plan for the entire block. The potential problems are as follows: <br />] . Vacating these alleys would go against a Common Council policy of not creating dead end alleys. <br />2. .Several parking lots (both adjacent to and on the same block as the proposed vacation) would <br />not have adequate access to their lots. These lots either have spaces that access directly from <br />the alleys, or use the alleys for access to and from their aisles. Cross access easements would <br />be necessary. <br />Each future development on this block would be forced to create new curb cuts, for any <br />loading and parking areas, rather than coilectively using the existing alley system. Such a <br />practice is opposite to what is desirable in a downtown area. <br />4. It appears as though utilities are present in the proposed vacation area.
