<br />BILL NO. 133 -80 A BILL APPROVING THE FORM AND TERMS OF A LOAN AGREE-
<br />MENT, MORTGAGE AND NOTE, SECURITY AGREEMENT AND A TRUST
<br />INDENTURE AND ECONOMIC DEVELOPMENT REVENUE BONDS, AND
<br />AUTHORIZING THE EXECUTION THEREOF AND APPROVING RESOLUTION
<br />NO. 25 -80 OF THE SOUTH BEND ECONOMIC DEVELOPMENT COMMISSION
<br />PERTAINING TO THE WILLIAM G. YORK AND GLORIA J. YORK PROJECT.

<br />BILL NO. 134 -80
<br />Beck made a motion to set this bill for public
<br />seconded by Council Member Crone. The motion
<br />A BILL APPROPRIATING $30,000.00 FROM THE FEDERAL ASSISTANCE
<br />GRANT, COMMONLY REFERRED TO AS GENERAL REVENUE SHARING FOR
<br />THE CITY OF SOUTH BEND THROUGH THE POLICE DEPARTMENT.:
<br />This bill had first reading. Council Member Beck made a motion to set this bill for public
<br />hearing and second reading November 24, 1980, and refer it.to. the Public Safety Committee,, .
<br />seconded by Council Member Serge. The motion carried.
<br />PRIVILEGE OF THE FLOOR
<br />Mrs. Jane Swan, 706 S. Walnut, asked what the two sizeable bond issues would cost the tax-
<br />payer per assessed valuation. Joseph Kernan, City Controller, indicated that a six million
<br />dollar bond issue, assuming the term of issue will be ten years, would be approximately
<br />220.
<br />UNFINISHED BUSINESS
<br />Council Member Kopczynski made a motion to set Bill No. 116 -80, rezoning of 1922 N.
<br />Georgianna, be set for public hearing and second reading November 24, 1980, seconded by
<br />Council Member Dombrowski. The motion carried.
<br />NEW BUSINESS
<br />Mr. Joseph Kernan, City Controller, indicated that the Administration wanted the Council
<br />to arrive at an agreement on the size of General Obligation Bond issue in order that
<br />petitions could be circulated. Council Member Dombrowski made a motion to recess for five
<br />minutes, seconded by Council Member Crone. The motion carried and the meeting was re-
<br />cessed at 8:35 p.m., and reconvened at 8:45 p.m.
<br />It was decided they would discuss this by department, with Council Member Crone giving
<br />her committee's report on each department. She indicated that her committee had recom-
<br />mended a $50,000 from motor equipment in the Police Department. Council Member Taylor
<br />made a motion to accept the Personnel & Finance Committee's recommendation to cut $50,000
<br />from motor equipment from the Police Department, seconded by CouncilMember Beck. 'The
<br />motion carried. Council Member Crone indicated that her committee had recommended a
<br />$70,000 cut from the Fire Department, the Video System and G Star Radio System. Council
<br />Member Taylor made a motion to accept the committee's recommendation and cut $70,000 from
<br />the Fire Department, seconded by Council Member Kopczynski. The motion carried. Council
<br />Member Crone indicated her committe had recommended a $15,000 cut, a floor drain, in the
<br />Municipal Services Facility. Council Member Taylor made a motion to accept the com-
<br />mittee's recommendation and cut $15,000 from the Municipal Services Facility, seconded
<br />by Council Member Serge. The motion carried. Council Member Crone indicated that her
<br />committee had recommended $265,000 for equipment for alley paving and $100,.000 from
<br />paving materials and concrete stree maintenance be cut from the Street Department budget.
<br />Council Member Taylor made a motion to reject the committee's recommendation and reinstate
<br />the total Street Department program, seconded by Council Member Kopczynski. The motion
<br />carried on a roll call vote of six ayes and three nays (Council Member Crone, Dombrowski
<br />and Voorde.). Council Member Crone indicated her committee had recommended a $13,500 cut
<br />in motor equipment for Traffic and Lighting. Council Member Taylor made a motion to
<br />accept the committee's recommendation and cut $13,500 from motor equipment from Traffic
<br />and Lighting, seconded by Council Member Kopczynski. The motion carried. Council Member
<br />Crone indicated her committee had no recommendation regarding the Park Department.
<br />Council Member Kopczynski made a motion that the Park Department stay as it is, no cuts,
<br />seconded by Council Member Serge. The motion carried on a roll call vote of seven ayes
<br />and two nays (Council Members Crone and Voorde.) Council President McGann indicated that
<br />$50,000 had been cut from the Police Department; $70,000 from the Fire Department; $15,000
<br />from Municipal Services Facility; $13,500 from Traffic and Lighting, for a total of
<br />$148,500. Council Member Dombrowski made a motion to reduce $120,000 from the Police
<br />Department in Motor Vehicles and $145,000 for the storage shed at the Municipal Services
<br />Facility, seconded by Council Member Crone. The motion failed on a roll call vote of
<br />three ayes (Council Members Szymkowiak, Crone and Dombrowski) and six nays.
<br />Council Member Kopczynski made a motion to accept the proposed bond issue as amended,
<br />seconded by Council Member Taylor. The motion carried on a roll call vote of six ayes
<br />and three nays (Council Members Crone, Dombrowski and Voorde.)
<br />There being no further business to come before the Council, unfinished or new, Council
<br />Member Serge made a motion to adjourn, seconded by Council Member Beck. The motion car-
<br />ried and the meeting was adjourned at 8:55 p.m.
