<br />He indicated that there will be a bond issue in the amount of $300,000. Council Member
<br />Kopczynski made a motion to adopt this resolution, seconded by Council Member Voorde. Th(

<br />RESOLUTION NO. 834 -80 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH
<br />BEND AUTHORIZING THE BOARD OF PUBLIC WORKS TO NEGOTIATE
<br />THE SALE OF A CITY -OWNED LOT LOCATED AT 1054 LASALLE COURT.
<br />WHEREAS, The Board of Public Works of the CIty of South Bend, pursuant to the
<br />Municipal Code.of the City of South Bend, CHapter 14.5, has offered for sale the follow-
<br />ing described property:
<br />Lot 7, Summers and Davis, in the CIty of South Bend,
<br />at an offering price of $401.00; and
<br />WHEREAS, the Board of Public Works of theCity of South Bend has now received an
<br />offer to purchase the property at 1054 LaSalle Court for a price of $100.00; and
<br />WHEREAS, the Board of Public Works has now complied with all requirements of the
<br />Municipal Code of the City of South Bend, CHapter 14.5, which establishes procedures
<br />for the disposition of real property owned by the City of South Bend, and more specifical-
<br />real property valued by the Board at less than $1,000.00.
<br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend that:
<br />SECTION I. The Board of Public Works be authorized to negotiate a contract for the
<br />sale of
<br />Lot 7, Summers and Davis, in the City of South Bend,
<br />for a total price of One Hundred Dollars ($100.00).
<br />SECTION II. This resolution shall be in full force and effect from and after its
<br />adoption by the Common Council and approval by the Mayor.

<br />A public hearing was held on the resolution at this time. Mr. Patrick McMahon, President
<br />of the Board of Public Works, indicated they were requesting this lot be sold for less
<br />than appraised value. He indicated the prospective purchaser owns property adjacent to
<br />1954 LaSalle Court. Council Member Serge made a motion to adopt this resolution,
<br />seconded by Council Member Szymkowiak. The resolution was adopted by a roll call vote
<br />of nine ayes.
<br />RESOLUTION NO. 835 -80 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH
<br />BEND APPROVING THE URBAN RENEWAL PLAN AND THE MAKING OF
<br />RELOCATION PAYMENTS FOR THE EAST BANK DEVELOPMENT AREA.
<br />WHEREAS, the City of South Bend Department of Redevelopment (the "Department "),
<br />pursuant to the Redevelopment of Cities and Towns Act of 1953, as amended (Indiana Code
<br />18 -7 -7) (the ''Act''), has conducted surveys and investigations and has thoroughly studied
<br />the area in the City of South Bend, County of St. Joseph, State of Indiana, and designatec
<br />the area as the "East Bank Development Area" (the "Area "), which Area is more particularly
<br />described by a line drawn as follows:
<br />A parcel= of land being a part of the City of South Bend, Portgage Township, St. Joseph
<br />County, Indiana and being more particularly described as follows, viz:
<br />Beginning at the point of intersection of the north right -of -way line of Sorin street
<br />with the East right -of -way line of Niles Avenue in said City; thence South along said
<br />East right -of -way line of Niles Avenue to the centerline of the first fourteen (14) foot
<br />alley-lying North of Cedar Street and between Niles Avenue and Hill Street; thence East
<br />along said centerline, to the centerline of Hill Street, a sixty -six (66) foot right -of -wa
<br />thence South, along said Hill Street centerline, to the centerline of Jefferson Boulevard;
<br />an eighty -two and one -half (82.5) foot right -of -way; thence West, along said Jefferson
<br />Boulevard centerline to the center of the St. Joseph River; thence in a Northwesterly
<br />and Northeasterly direction along the centerline of said River to its intersection with
<br />the projected North right -of -way line of said Sorin Street; thence East, along said.pro-
<br />jection and along said North right -of -way line of Niles Avenue which is the place of
<br />beginning.
<br />WHEREAS, the Department has made detailed studies of the location, physical conditio
<br />of structures, land use, environmental influences, and the social, cultural, and economic
<br />conditions of the Area and has determined that the Area is a blighted area and that it
<br />constitutes a menace to the social and economic interests of the CIty of South Bend and
<br />its inhabitants and it would be of public utility and benefit to acquire real estate in
<br />such Area and redevelop the Area under the provisions of the Act; and
<br />WHEREAS, the Department approved a Development Plan for the Area.dated October 3,
<br />1980, entitled "Development Plan, East Bank Development Area, South Bend, Indiana, con-
<br />sisting of 24 pages (the "Development Plan "), which plan has been submitted to the Com-
<br />mon Council for review and approval; and
