REGULAR MEETING OCTOBER 13, 1980 <br />COMMITTEE OF THE WHOLE MEETING (CONTINUED <br />BILL NO. 107 -80 A BILL AMENDING VARIOUS SECTIONS WITHIN CHAPTER 2 OF THE <br />MUNICIPAL CODE OF THE CITY OF SOUTH BEND, INDIANA, COM- <br />MONLY REFERRED TO AS FOOD VENDING VEHICLES. <br />This being the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Council Member Dombrowski made the pre - <br />sentation for the bill. He indicated his bill would basically do three things: require <br />proof of liability insurance coverage for vendors operating food vending vehicles; require <br />amber lights rather than red lights on each vehicle; require motorists to slow down rather <br />than stop when approaching a stopped food vending vehicle which had its horizontal arm <br />extended and lights flashing. Council Member McGann made a motion to recommend this bill <br />to the Council favorable, seconded by Council Member Serge. The motion carried. <br />BILL NO. 108 -80 <br />A BILL AMENDING VARIOUS SECTIONS WITHIN CHAPTER 20 OF THE <br />MUNICIPAL CODE OF THE CITY OF SOUTH BEND, INDIANA, BY THE <br />INCLUSION OF NEW ARTICLE 10 ENTITLED RESTRICTED PARKING OF <br />TRUCKS HAVING MORE THAN ELEVEN THOUSAND (11,000) POUNDS DE- <br />CLARGED GROSS VEHICLE WEIGHT. <br />This being the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Council Member Dombrowski indicated that <br />the original bill was being amended to correct the proper article and sections in the code, <br />as well as adding, in Section 2 -118, "A -3" and "B -1" residential districts. He indicated <br />this bill calls for a $50 ticket for the first offense and $100 tickets for all subsequent <br />offenses. He indicated that all trucks over 11,000 pounds when empty, whether commercial <br />or non - commercial, would be governed by the restricted parking provision. Hildegard Zemlyak <br />1903 Franklin, indicated that the Rum Village Neighborhood Association was in favor of this <br />bill. Lon Newton, 53737 Pine Road, agreed that the bill should be passed, but some thought. <br />should be given to the businessman who was going to be subjected to these fines. Dick <br />Kessler, 1403 Oak Mill, asked for, and received a clarification of this bill. Council Member <br />Serge made a motion to recommend this bill to the Council favorable, as amended, seconded by <br />Council Member McGann. The motion carried. <br />BILL NO. 110 -80 A BILL APPROPRIATING $14,000.00 FROM THE FEDERAL ASSISTANCE <br />GRANT, COMMONLY REFERRED TO AS GENERAL REVENUE SHARING FOR <br />VARIOUS PUBLIC SAFETY PROGRAMS TO BE ADMINSITERED BY THE <br />CITY OF SOUTH BEND THROUGH THE DEPARTMENT OF ADMINISTRATION <br />AND FINANCE. <br />This being the time heretofore set for <br />opponents were given an opportunity to <br />indicated this appropriation would be <br />the St. Joseph County Humane Society. <br />the City was getting its money's worth <br />a motion to recommend this bill to the <br />The motion carried. <br />public hearing on the above bill, proponents and <br />be heard. Council Member McGann made <br />Council favorable, seconded by Council Member Serge. <br />BILL NO. 109 -80 A BILL APPROPRIATING $250,000.00 FROM THE FEDERAL ASSISTANCE <br />GRANT, COMMONLY REFERRED TO AS GENERAL REVENUE SHARING FOR <br />THE PURCHASE OF GASOLINE, TO BE ADMINISTERED BY THE CITY OF <br />SOUTH BEND THROUGH ITS DEPARTMENT OF ADMINISTRATION AND FINANCE. <br />This being the time heretofore set for publichearing on the above bill, proponents and op- <br />ponents were given an opportunity to be heard. Michael Vance, Deputy City Controller, made <br />the presentation for the bill. He indicated these funds would be used to purchase gasoline <br />for the balance of 1980. Council Member Serge made a motion to recommend this bill.to the <br />Council favorable, seconded by Council Member Dombrowski. The motion carried. <br />BILL NO. 110 -80 <br />A BILL APPROPRIATING MONIES FOR THE PURCHASE OF DEFRAYING THE <br />EXPENSES OF THE SEVERAL DEPARTMENTS OF THE CITY GOVERNMENT OF <br />THE CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING <br />JANUARY 1, 1981 AND ENDING DECEMBER 31, 1981, INCLUDING ALL <br />OUTSTANDING CLAIMS AND OBLIGATIONS AND FIXING A TIME WHEN THE <br />SAME SHALL TAKE EFFECT. <br />This being the time heretofore set for public hearing on the above bill, proponents and op- <br />ponents were given an opportunity to be heard. Mr. John Leszczynski, Director of Public <br />Works, made the presentation for the bill.
