Me <br />REGULAR MEETING Se temb'er 15, 1980 <br />SPECIAL BUSINESS <br />Council Member Dombrowski announced that Ruth Shirk had been appointed to.the Older Adults <br />Council for a two year term. Council Member Taylor made a motion to accept this appoint- <br />ment, seconded by Council Member Dombrowski. The motion carried. <br />Council President McGann announced that Gene Glod.had resigned from the Police Promotion <br />Board. Council Member Taylor made a motion to appoint Algie Oldham to the Police Promotion <br />Board, seconded by Council Member Beck. The motion carried. <br />Council Member Taylor made a motion to suspend the rules and have public hearing on two <br />resolutions, seconded by Council Member Dombrowski. The motion carried on a roll call vote <br />of nine ayes. <br />RESOLUTION NO. 809 -80 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA AUTHORIZING THE MAYOR TO SUBMIT AN URBAN <br />DEVELOPMENT ACTION GRANT (UDAG) APPLICATION TO THE U.S. <br />DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT. <br />WHEREAS, the City of South Bend has embarked upon the development and restoration of <br />the City's industrial base; and <br />WHEREAS, the continued development and restoration of South Bend's industrial base is <br />important to the quality of life of the total community and would be advantageous to the <br />future growth and development of the City of South Bend; and <br />WHEREAS, during the development and restoration of the South Bend industrial base, it <br />will be necessary to secure Federal aid in the form of an Urban Development Action Grant; <br />and <br />WHEREAS, the Common Council of the City of South Bend is interested in promoting devel p- <br />ment of industrial opportunity. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA: <br />SECTION I. Hereby establishes the authority of the Mayor of the City of South Bend to <br />submit under Title I of the Housing and Community Development Act of 1977, and Urban Develo - <br />ment Action Grant Application to the United States Department of Housing and Urban Develop- <br />ment. <br />SECTION II. Hereby supports and is in favor of committing public:- sector resources, in <br />the form of Urban Development Action Grant funds, to acquire public right -of -way, prepare <br />the site and roadway through soil stabilization /excavation /backfill, construct, improve <br />and signalize the access roadways, extend water and sewer lines, relocate overhead . <br />electrical transmission lines, acquire and relocate adversely impacted residents. <br />SECTION III. This Resolution shall be in full force and effect immediately upon passag <br />by the Common Council of the City of South Bend, Indiana. <br />/s /Lewis A. Mr. Joseph Kernan, City Controll r, <br />indicated this grant, if approved would be used in conjunction with private sector invest- <br />ment to develop the proposed ethanol production facility. He indicated that the nature of <br />this site is such that public investment is necessary to make the project happen in South <br />Bend. He indicated that the proposed investors have a similar option on a site in LaPorte <br />County that would require very little preparation for development. Council Member <br />Kopczynski made a motion to adopt this resolution, seconded by Council Member Dombrowski. <br />The resolution was adopted by a roll call vote of nine ayes. <br />RESOLUTION NO. 810 -80 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, URGING THE NATIONAL COLLEGIATE ATHLETIC <br />ASSOCIATION (NCAA) TO RECONSIDER ITS DECISION ON WNDU -TV'S <br />APPLICATION TO TELECAST THE FIVE NOTRE DAME FOOTBALL GAMES. <br />WHEREAS, the Common Council of the City of South Bend, Indiana, recognizes that it <br />rarely becomes involved in voicing its position on activities which are not directly relate <br />to municipal affairs; and <br />WHEREAS, the Council believes that last week's decision by the NCAA to deny WNDU -TV's <br />application to telecast 5 out of 9 of the Notre Dame games, namely Michigan, Michigan State <br />Army, Navy, and Arizona, warrants an exception, expecially in light of the huge outpouring <br />of public sentiment against the decision; and <br />WHEREAS, WNDU has been telecasting the games on a regular basis for the past 25 years, <br />and has allowed shut -ins, alumni, and friends who are unable to obtain tickets to go to the <br />games, to enjoy viewing Notre Dame football on television; and <br />WHEREAS, the ruling is based on a rule enacted in 1952 which was originally intended <br />to limit the impact of televised games on college football game attendance; and <br />WHEREAS, the telecasting of Notre Dame games will not have an adverse impact on atten- <br />dance at games being played within the area served by WNDU -TV; and <br />
