ORDINANCE NO. 6480 -78 <br />AN ORDINANCE AMENDING CHAPTER 2 OF THE MUNICIPAL CODE <br />OF THE CITY OF SOUTH BEND, INDIANA, ESTABLISHING A <br />POLICY, PERTAINING TO THE RATE OF REIMBURSEMENT TO <br />EMPLOYEES WHO USE THEIR PRIVATE VEHICLES IN PERFORMING <br />JOB DUTIES FOR THE CITY OF SOUTH BEND, INDIANA. <br />STATEMENT OF PURPOSE AND INTENT <br />WHEREAS, the Administration of the City of South Bend has committed <br />itself to efficient use of its atuo fleet, and the reduction of the <br />fleet by twenty (20) vehicles has been mandated by the 1979 budget. <br />This ordinance sets forth the means by which this goal may be accomplished. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY <br />OF SOUTH BEND, INDIANA AS FOLLOWS: <br />SECTION I. The following section of the Municipal Code of the <br />City of South Bend, Indiana shall be amended to read as follows: <br />SEC. 2 -47 Policy pertaining to the rate of reimbursement to <br />employees who use their private vehicles in performing job duties <br />for the City of South Bend, Indiana. <br />1. The Administration of the City of South Bend will reduce its, <br />fleet of passenger vehicles, in the General Fund, Park Maintenance <br />Fund, Motor Vehicle Highway Fund, and Human Rights Fund by twenty (20) <br />vehicles before January 1, 1979. <br />2. Any employee who presently operates an assigned vehicle owned <br />or leased by the City or its utilities, and who voluntary gives up the <br />use of said vehicle prior to December 31, 1978, will be reimbursed at <br />a rate of 22 cents per documented mile of usage for the City in ac- <br />cordance with the following terms. <br />A. In keeping in accordance with Internal Revenue Service <br />rulings, such usage shall not include portal to portal travel, but <br />rather only that travel documented after arriving at one's normal <br />work station. <br />B. In addition to this policy being in effect during <br />calendar year 1979, those individuals who give up the use of their <br />City owned or leased passenger vehicle prior to January 1, 1979, will <br />be able to take advantage of this new policy. <br />3• Until July 1, 1979, those individuals who revert to per- <br />sonal car usage for City business will be paid 22 cents per mile for <br />the first 5,000 miles and 17 cents per mile thereafter. <br />4. In order for the City of South Bend to protect its insurance <br />rating, and limit its liability, the following insurance requirements <br />shall be mandatory for those individuals collecting mileage on a <br />regular basis. <br />A.
