<br />NOTES for 5/16/13 SBAC <br />3 <br /> <br />Definitions to be added: <br />At large means not confined without means of escape of any portion of the <br />house, vehicle or other secure enclosure, unless on a leash and <br />Colony means a group of one (1) or more free-roaming cats, whether unmanaged or managed. <br />Colony caretaker means a person who provides food, water and shelter for free-roaming cats in a managed colony. <br />Free-roaming cat means any homeless, stray, wild or untamed cat. <br />Managed colony means a colony of free-roaming cats that is registered with the animal care and control <br />its designee and is maintained by a colony caretaker using trap, <br />Serious injury means any injury that results in permanent disfigurement, unconsciousness, extreme pain, or <br />permanent or protracted loss or impairment of the function of a <br />? Quarantining authority means the department of public safety, its contractors, agents, <br />acting under directives and regulations of the Health and Hospit <br />animal health.? <br />Definitions to be changed: <br /> BREEDER. Any person who intentionally or accidentally causes the breeding of a cat or dog or makes a cat or dog <br />available for breeding purposes, or any person who offers for saor gives <br />away any litter of dogs or cats; excepting a litter of dogs or cats taken to the Depar or any <br />person who has unaltered dogs or cats who habitually (two or mor <br /> ANIMAL HOARDER. Any person who: <br />(1)Possesses eight or more animals; NOTE: PET LIMITS WILL BE ADDRESSED IN Section 91.054 <br />(2)Fails to or is unable to provide what he or she is required to p <br />sanitary environment <br />(3)Keeps the animals in an overcrowded environment; and <br />(4)Has a reckless disregard for the conditions under which the anim <br />they have on the animals health and well-being. <br /> <br />DEPARTMENT OF ANIMAL CONTROL or DEPARTMENT.
