SPECIAL MEETING <br />Be it remembered <br />Council Chambers <br />The meeting was <br />ROLL CALL <br />Q S_ <br />DECEMBER 15, 1986 <br />that the Common Council of the City of South Bend met in the 1 <br />of the County -City Building on Monday, December 15, at 5:00 p.m. <br />galled to order and the Pledge to the Flag was given. <br />p <br />Present: Council Members Serge, Braboy, Puzzello, <br />Taylor, Zakrzewski, Barcome, Paszek, Voorde <br />and Beck <br />Absent: None <br />Council Member Barcome made a motion to resolve into the Committee of the Whole, <br />seconded by Council Member Voorde. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole on Monday, December 15, at 5:06 p.m., with nine members <br />present. Chairman Puzzello presiding. <br />BILL NO. 134 -86 <br />A BILL AMENDING CHAPTER 17 OF THE SOUTH BEND MUNICIPAL CODE AND <br />ESTABLISHING A SCHEDULE OF RATES, CHARGES AND SURCHARGES FOR <br />SERVICES RENDERED BY THE SOUTH BEND WASTEWATER TREATMENT PLANT. <br />Chairman Puzzello announced that public hearing in the public portion of this bill <br />would continue after John Leszczynski. Director of Public Works, made a short <br />presentation. John Leszczynski indicated that the Legal Department had determined <br />since the substitute bill was not advertised it could not be heard. He asked for a <br />clear direction from the Council as to the options available. The Council <br />indicated they wanted the minimum rate to remain at $5.80. Irene Mutzl, 320 <br />Parkovash, spoke in favor of keeping the minimum. T. Brooks Brademas, 425 N. <br />Michigan, spoke against this raise in utility bills. Joseph Guentert, 3510 Corby, <br />indicated the City is in trouble at the Waste Water Treatment Plant because of <br />industrial users. Fred Mutzl, 320 Parkovash, asked how the City arrived at the <br />minimum rate for water. He indicated the City should only charge for water usage. <br />Council Member Zakrzewski made a motion to recommend this bill to the Council <br />unfavorable, as amended, seconded by Council Member Barcome. The motion carried. <br />There being no further business to <br />Member Taylor made a motion to rise <br />Member Braboy. The motion carried. <br />ATTEST: <br />City Clerk <br />REGULAR MEETING RECONVENED <br />come before the Committee of the Whole, Council <br />and report to the Council, seconded by Council <br />ATTEST: <br />Be it remembered that the Common Council of the City of South Bend reconvened in the <br />Council Chambers on the fourth floor of the County -City Building at 5:48 p.m. <br />Council President Beck presiding and nine members present. <br />BILLS, SECOND READING <br />BILL NO. 134 -86 A BILL AMENDING CHAPTER 17 OF THE SOUTH BEND MUNICIPAL CODE AND <br />ESTABLISHING A SCHEDULE OF RATES, CHARGES AND SURCHARGES FOR <br />SERVICES RENDERED BY THE SOUTH BEND WASTEWATER TREATMENT PLANT. <br />This bill had second reading. Council Member Voorde made a motion to accept the <br />substitute bill on file with the City Clerk, seconded by Council Member Taylor. The <br />motion carried. Council Member Taylor made a motion to defeat this bill, seconded <br />by Council Member Barcome.
