<br />BILL NO. 112 -86
<br />A BILL AMENDING CHAPTER 20 OF THE SOUTH BEND MUNICIPAL CODE
<br />ENTITLED "TRUCK ROUTES ".
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Council Member Taylor made a
<br />motion to accept the substitute bill on file with the City Clerk, seconded by
<br />Council Member Beck. The motion carried. John Leszczyski. Director of Public
<br />Works, made the presentation for the bill. He indicated the Council recently
<br />passed a new Truck Route ordinance, which included Portage Avenue, Madison and
<br />Marion. He indicated this amendment would delete these streets from the Truck
<br />Route. Anna Pappas, 512 W. Madison, spoke in favor of this bill. Council Member
<br />Serge made a motion to recommend this bill to the Council favorably, as amended,
<br />seconded by Council Member Taylor. The motion carried
<br />BILL NO. 113 -86 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE ENTIRE
<br />NORTH -SOUTH ALLEY, ALSO THE WEST 1/2 (ONE -HALF) OF THE EAST -WEST
<br />ALLEY WITHIN THE CITY BLOCK BOUNDED BY: MONROE -MAIN - SOUTH AND
<br />LAFAYETTE STREETS IN MARTINS ADD. TO THE CITY OF SOUTH BEND,
<br />INDIANA.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Joseph Pluta, Director of
<br />Engineering, made the presentation for the bill. He indicated the purpose of this
<br />vacation of alleys abutting and adjacent to the Studebaker National Museum is for
<br />security and improvements that require property that is of one unit or rather
<br />singular as opposed to a mall type operation. Council Member Beck made a motion to
<br />recommend this bill to the Council favorably, seconded by Council Member Barcome.
<br />The motion carried.
<br />BILL NO. 114 -86 A BILL APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE
<br />EXPENSES OF THE DESIGNATED ENTERPRISE FUNDS OF THE CITY OF SOUTH
<br />BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1987 AND
<br />ENDING DECEMBER 31, 1987,`INCLUDING ALL OUTSTANDING CLAIMS AND
<br />OBLIGATIONS, AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Michael Vance, Controller,
<br />made the presentation for the bill. He indicated this bill represents the proposed
<br />budgets for the Water Works, Bureau of Solid Waste, Bureau of Sanitation, Clay
<br />Utilities and the Wastewater Treatment Plant. Joseph Guentert, 3510 Corby, asked if
<br />the rates were going to be increased. Mr. Vance indicated the sewage rates were
<br />being examined. Council Member Beck made a motion to recommend this bill to the
<br />Council favorably, seconded by Council Member Taylor. The motion carried.
<br />BILL NO. 115 -86
<br />A BILL CLOSING THE RAILROAD RELOCATION AND RECONSTRUCTION FUND
<br />AND TRANSFERRING'THE UNUSED AND UNENCUMBERED BALANCE OF
<br />$85,337.42 TO THE GENERAL FUND OF THE CITY OF SOUTH BEND AND
<br />APPROPRIATING SAID FUNDS TO ACCOUNT 399.0, OTHER CONTRACTUALS, TO
<br />BE ADMINISTERED BY THE DEPARTMENT OF ADMINISTRATION AND FINANCE.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Michael Vance, Controller,
<br />made the presentation for the bill. He indicated that under State statutes a
<br />municipality may transfer the surplus balance of a fund after the purpose for which
<br />it was created has been completed. He indicated he was asked that this fund be
<br />closed and the balance transferred to the General Fund, in order to appropriate this
<br />balance for improvements, equipment and payment of other fees and expenses
<br />attributable to the construction and operation of a professional baseball stadium.
<br />David Nowak, 1427 Hampshire, Lee Brummit, 1129 Diamond, spoke against this bill.
<br />Council Member Beck made a motion to recommend this bill to the Council favorably,
<br />seconded by Council Member Taylor. The motion carried on a roll call vote of six
<br />ayes and three nays (Council Members Zakrzewski, Paszek and Voorde).
<br />BILL NO. 116 -86 A BILL APPROPRIATING FUNDS IN THE AMOUNT OF $133,000.00 FROM THE
<br />GENERAL PARK FUND.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. James Seitz, Superintendent of
<br />_ Parks, made the presentation for the bill. He indicated the other $133,000
<br />appropriation would be used for various accounts with the Park Fund, as well as
<br />contractual services for equipment cost, construction costs and other fees and
<br />expenses related to the construction and operation of the Coveleski Stadium. James
<br />Boufft, 1617 Inwood, spoke against this bill. He indicated the 5th District needs
<br />park improvements. Ralph Johnson, 734 N. Cushing, Murial Guentert, 3510 Corby.
<br />Janet Allen, 125 W. Marion and Joseph Guentert, 3510 Corby spoke against these
<br />bills. Council Member Beck made a motion to recommend this bill to the Council
<br />favorably, seconded by Council Member Serge. The motion carried.
<br />BILL NO. 117 -86 A BILL APPROPRIATING $107,000.00 FROM THE STANLEY COVELESKI
<br />REGIONAL BASEBALL STADIUM FUND.
