REGULAR MEETING <br />AUGUST 25, 1986 <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Council Chambers of the County -City Building on Monday, August 25, at 5:00 p.m. The <br />meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Serge, Braboy, Puzzello, <br />Taylor, Zakrzewski, Barcome, Paszek, Voorde <br />and Beck <br />Absent: None <br />SPECIAL BUSINESS <br />Council President Beck announced that a straw vote had been taken regarding Council <br />officers for 1987, with the following results: Joseph Serge, President; Ann <br />Puzzello, Committee of the Whole; Eugenia Braboy, Vice President. She indicated <br />Council Member Braboy would continue to be chairman of the Human Resources <br />Committee; Council Member Taylor would continue to be chairman of the Public Safety <br />Committee; she would be chairman of the Personnel and Finance Committee. Council <br />Member Zakrzewski indicated this was not an unanimous decision, and there would be <br />an alternative for next year; John Voorde for president, James Barcome Chairman of <br />the Committee of the Whole, and he would be Vice President. <br />Council Member Voorde indicated that the Board of Works agenda contained the <br />approval of the rate increase requested by Heritage Cablevision. He indicated he <br />had asked the Council attorney to direct a letter to the Board asking that they deny <br />this request. <br />Council Member Braboy asked that a date be set to visit the Project Future <br />facilities. <br />BILLS, SECOND READING <br />ORDINANCE NO. 7680 -86 <br />AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF <br />DEFRAYING THE EXPENSES OF SEVERAL DEPARTMENTS OF THE <br />CITY OF SOUTH BEND, INDIANA FOR THE FISCAL YEAR <br />BEGINNING JANUARY 1, 1987, AND ENDING DECEMBER 31, <br />1987, INCLUDING ALL OUTSTANDING CLAIMS AND OBLIGATIONS, <br />AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT. <br />This bill had second reading.Council Member Puzzello made a motion to pass this <br />bill, as amended, seconded by Council Member Serge. The bill passed by a roll call <br />vote of nine ayes. <br />ORDINANCE NO. 7681 -86 AN ORDINANCE LEVYING TAXES AND FIXING THE RATE OF <br />TAXATION FOR THE PURPOSE OF RAISING REVENUE TO MEET THE <br />NECESSARY EXPENSES FOR THE FISCAL YEAR ENDING DECEMBER <br />31, 1987. <br />This bill had second reading.Council Member Serge made a motion to pass this bill, <br />as amended, seconded_ by Council Member Voorde. The bill passed by a roll call vote <br />of nine ayes. <br />ORDINANCE NO. 7682 -86 AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF <br />DEFRAYING THE EXPENSES OF THE CENTURY CENTER FUND AND <br />THE PARKING GARAGE FUND OF THE CITY OF SOUTH BEND, <br />INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1987, <br />AND ENDING DECEMBER 31, 1987, INCLUDING ALL OUTSTANDING <br />CLAIMS AND OBLIGATIONS AND FIXING A TIME WHEN THE SAME <br />SHALL TAKE EFFECT. <br />This bill had second reading.Council Member Puzzello made a motion to pass this <br />bill, seconded by Council Member Braboy. The bill passed by a roll call vote of <br />nine ayes. <br />RESOLUTIONS <br />RESOLUTION NO. 1431 -86 AN INDUCEMENT RESOLUTION OF THE CITY OF SOUTH BEND, <br />INDIANA, P.A.I. PROPERTIES, AN INDIANA PARTNERSHIP <br />PROJECT. <br />WHEREAS, at the present time there are insufficient employment opportunities and <br />insufficient diversification of business, commerce and industry in and near the City <br />of South Bend, Indiana (the "City "); and <br />WHEREAS, the economic welfare of the City would be benefited by the acquisition <br />and construction of economic development facilities in the corporate limits of the <br />City pursuant to the provisions of Indiana Code 36 -7 -12 (the "Act "); and <br />
