SPECIAL MEETING JULY 21, 1986 <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Council Chambers of the County -City Building on Monday, July 21, 1986, at 4:00 p.m. <br />The meeting was called to order and the Pledge to the Flag was given. <br />nnr r r-T T T <br />Present: Council Members Serge, Braboy, <br />Puzzello, Taylor, Zakrzewski, <br />Barcome, Paszek, Voorde and Beck <br />Absent: None <br />TO THE MEMBERS OF THE SOUTH BEND COMMON COUNCIL <br />NOTICE OF SPECIAL MEETING OF THE COMMON COUNCIL <br />You are hereby notified that there will be a special meeting of the South Bend <br />Common Council, in the Council Chambers Monday, July 21, 1986, at 4:00 p.m., for <br />the purposes outlined below. <br />For the entire Council to have the opportunity to accept, reject or modify the <br />recommendations from the Rules Committee regarding the alleged violations of rules <br />of conduct regarding comments made by Councilman Al Paszek. <br />John Voorde <br />Ann Puzzello <br />Beverlie J. Gammon CITY CLERK <br />The Council attorney, Kathleen Cekanski - Farrand read the following outline of <br />Procedures: <br />A. Special Council meeting is being held pursuant to proper call and pursuant to <br />Section 2 -10.1 (j) of the Municipal Code of the City of South Bend. <br />B. Confirm that there are four (4) items filed with the City Clerk: <br />(1) Report from the Council Rules Committee; <br />(2) Supplemental Report filed by Councilman Eugenia Braboy, <br />dated July 17, 1986; <br />(3) Letter dated July 17, 1986, from Councilman Puzzello <br />94) Supplemental Statement dated July 18, 1986 from Councilman <br />Voorde. <br />C. Council Shall act upon each item in the order just read. <br />D. Procedure for Report: <br />(1) Pursuant to teh Municipal Code NO testimony or other evidence can be heard <br />thus the Council will only hear "final clsoing statements" as follows: <br />(1) A total of ten minutes divided equally between a representative of the <br />NAACP and a representative from the Urgan League from South Bend and <br />St. Jospeh County, Inc., representing the complainants. <br />(2) Councilman Paszek and /or his legal counsel, Mr. McFadden, will then <br />have a total of ten minutes to give their final closing statements. <br />(2) A total of twenty minutes divided equally into ten - minute portions to <br />enable those in favor of the report of the Council Rules Committee and <br />those in opposition to the report from the Council Rules Committee then <br />
