REGULAR MEETING JUNE 10, 1986 Be it remembered that the Co C 1 mmon ounce of the City of South Bend met in the Council Chambers of the County -City Building on Tuesday, June 10, at 4:00 p.m. The meeting was called to order and the Pledge to the Flag was given. ROLL CALL Present: Council Members Serge, Puzzello, Taylor, Zakrzewski, Barcome, Paszek, Voorde and Beck Absent: Council Member Braboy REPORT FROM THE SUB - COMMITTEE ON MINUTES To the Common Council of the City of South Bend: The sub - committee has inspected the minutes of the May 27 meeting of the Council and found them correct. Therefore, we recommend the same be approved. /s/ Beverlie J. Beck /s/ Al Paszek /s/ James Barcome Council Member made a motion that the minutes of the May 27, meeting of the Council be accepted and placed on file, seconded by Council Member . The motion carried. SPECIAL BUSINESS Council Member Puzzello made a motion that the Personnel and Finance Committee hold a meeting to write a resolution, in order to compensate the Council attorney for her time spent on wage negotiations, seconded by Council Member Taylor. The motion carried. REPORTS Council Member Voorde indicated that the Zoning and Vacation Committee had met on bill nos. 41, 42, 43, 60 and 61 -86 and recommended them all favorable. Council Member Barcome made a motion to resolve into the Committee of the Whole, seconded by Council Member Zakrzewski. The motion carried. COMMITTEE OF THE WHOLE Be it remembered that the Common Council of the City of South Bend met in the Committee of the Whole on June 10, at 4:12 p.m., with eight members present. Chairman Puzzello presiding. BILL NO. 62 -86 A BILL AUTHORIZING THE ASSIGNMENT OF THE CITY OF SOUTH BEND, INDIANA, ECONOMIC DEVELOPMENT REVENUE BOND (BRETT S. MORSE PROJECT) AND APPROVING AND AUTHORIZING CERTAIN ACTIONS WITH RESPECT THERETO. This being the time heretofore set for public hearing on the above bill, proponents and opponents were given an opportunity to be heard. T. Brooks Brademas, made the presentation for the bill. He indicated he has agreed to assume the obligations under the terms of the mortgage in exchange for an assignment of all of the rights under the bond, the lease agreement, the indenture of trust and the mortgage agreement. He indicated it was necessary to obtain the approval of the City to this assignment. Council Member Zakrzewski made a motion to recommend this bill to the Council favorable, seconded by Council Member Barcome. The motion carried. BILL NO. 41 -86 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 2408 PRAIRIE IN THE CITY OF SOUTH BEND, INDIANA. This being the time heretofore set for public hearing on the above bill, proponents and opponents were given an opportunity to be heard. Larry Magliozzi, of Area Plan, gave the staff report, which was favorable. Gerald Feeney, attorney, made the presentation for the bill. He indicated the petitioners were planning to construct a commercial office with storage space. He indicated that presently there is a converted gas station being used as an office on this site. Council Member Zakrzewski made a motion to recommend this bill to the Council favorable, seconded by Council Member Barcome. The motion carried. BILL NO. 42 -86 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 4402 SOUTH MICHIGAN IN THE CITY OF SOUTH BEND, INDIANA. This being the time heretofore set for public hearing on the above bill, proponents and opponents were given an opportunity to be heard. Larry Magliozzi, of Area Plan, gave the staff report, which was favorable. Richard Kintzele, Cressy and Everett Realty, made the presentation for the bill. He indicated this rezoning was for a car wash. Council Member Taylor made a motion to recommend this bill to the Council favorable, subject to Area Plan's suggestions regarding screening, seconded by Council Member Zakrzewski. The motion carried.
