REGULAR MEETING JUNE 10, 1986 <br />Be it remembered that the Co C 1 <br />mmon ounce of the City of South Bend met in the <br />Council Chambers of the County -City Building on Tuesday, June 10, at 4:00 p.m. The <br />meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Serge, Puzzello, Taylor, <br />Zakrzewski, Barcome, Paszek, Voorde and Beck <br />Absent: Council Member Braboy <br />REPORT FROM THE SUB - COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />The sub - committee has inspected the minutes of the May 27 meeting of the Council and <br />found them correct. <br />Therefore, we recommend the same be approved. <br />/s/ Beverlie J. Beck <br />/s/ Al Paszek <br />/s/ James Barcome <br />Council Member made a motion that the minutes of the May 27, meeting of the Council <br />be accepted and placed on file, seconded by Council Member . The motion carried. <br />SPECIAL BUSINESS <br />Council Member Puzzello made a motion that the Personnel and Finance Committee hold <br />a meeting to write a resolution, in order to compensate the Council attorney for her <br />time spent on wage negotiations, seconded by Council Member Taylor. The motion <br />carried. <br />REPORTS <br />Council Member Voorde indicated that the Zoning and Vacation Committee had met on <br />bill nos. 41, 42, 43, 60 and 61 -86 and recommended them all favorable. <br />Council Member Barcome made a motion to resolve into the Committee of the Whole, <br />seconded by Council Member Zakrzewski. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole on June 10, at 4:12 p.m., with eight members present. <br />Chairman Puzzello presiding. <br />BILL NO. 62 -86 A BILL AUTHORIZING THE ASSIGNMENT OF THE CITY OF SOUTH BEND, <br />INDIANA, ECONOMIC DEVELOPMENT REVENUE BOND (BRETT S. MORSE <br />PROJECT) AND APPROVING AND AUTHORIZING CERTAIN ACTIONS WITH <br />RESPECT THERETO. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. T. Brooks Brademas, made the <br />presentation for the bill. He indicated he has agreed to assume the obligations <br />under the terms of the mortgage in exchange for an assignment of all of the rights <br />under the bond, the lease agreement, the indenture of trust and the mortgage <br />agreement. He indicated it was necessary to obtain the approval of the City to this <br />assignment. Council Member Zakrzewski made a motion to recommend this bill to the <br />Council favorable, seconded by Council Member Barcome. The motion carried. <br />BILL NO. 41 -86 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 2408 <br />PRAIRIE IN THE CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Larry Magliozzi, of Area Plan, <br />gave the staff report, which was favorable. Gerald Feeney, attorney, made the <br />presentation for the bill. He indicated the petitioners were planning to construct <br />a commercial office with storage space. He indicated that presently there is a <br />converted gas station being used as an office on this site. Council Member <br />Zakrzewski made a motion to recommend this bill to the Council favorable, seconded <br />by Council Member Barcome. The motion carried. <br />BILL NO. 42 -86 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 4402 <br />SOUTH MICHIGAN IN THE CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Larry Magliozzi, of Area Plan, <br />gave the staff report, which was favorable. Richard Kintzele, Cressy and Everett <br />Realty, made the presentation for the bill. He indicated this rezoning was for a <br />car wash. Council Member Taylor made a motion to recommend this bill to the Council <br />favorable, subject to Area Plan's suggestions regarding screening, seconded by <br />Council Member Zakrzewski. The motion carried. <br />
