REGULAR MEETING <br />APRIL 28, 1986 <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Council Chambers of the County -City Building on Monday, April 28, at 7:00 p.m. The <br />meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Serge, Braboy, Puzzello, <br />Taylor, Zakrzewski, Barcome, Paszek, Voorde <br />and Beck <br />Absent: None <br />REPORT FROM THE SUB - COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />The sub - committee has inspected the minutes of the April 14, 1986 meeting of the <br />Council and found them correct. <br />Therefore, we recommend the same be approved. <br />/s/ Beverlie J. Beck <br />/s/ Al Paszek <br />/s/ James Barcome <br />Council Member Taylor made a motion that the minutes of the April 14, meeting of the <br />Council be accepted and placed on file, seconded by Council Member Serge. The <br />motion carried. <br />REPORTS <br />Council Member Voorde indicated that the Zoning and Vacation Committee had met on <br />Bill Nos. 3, 12, 36 and 44 -86, and recommended 3 and 44 -86 favorable. He indicated <br />12 -86 would be stricken and 36 -86 would be continued. <br />Council Member Serge indicated that the Utilities Committee had met on Bill No. <br />45 -86, and recommended it favorable. <br />Council Member Braboy indicated that the Human Resources Committee had met on Bill <br />No. 46 -86 and recommended it favorable. <br />Council Member Beck made a motion to resolve into the Committee of the Whole, <br />seconded by Council Member Taylor. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole on April 14, at 7:07 p.m., with nine members present. <br />Chairman Puzzello presiding. <br />BILL NO. 3 -86 <br />A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED IN THE <br />4500/4600 WEST BLOCK OF THE CLEVELAND ROAD EXTENSION, IN THE CITY <br />OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Larry Magliozzi, of Area Plan, <br />gave the staff report, which was favorable. Kevin Butler, attorney, indicated this <br />property was recently annexed into the City and the zoning was changed to "A" <br />residential. He indicated the petitioners, Trans Tech, were requesting the zoning <br />be changed to "D" Light Industrial. Council Member Voorde made a motion to <br />recommend this bill to the Council favorable, seconded by Council Member Beck. The <br />motion carried. <br />BILL NO. 12 -86 <br />A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT <br />721 -23 E. HOWARD IN THE CITY OF SOUTH BEND, INDIANA. <br />Council Member Beck made a motion to strike this bill, seconded by Council Member <br />Taylor. The motion carried. <br />BILL NO. 36 -86 <br />A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE 1ST <br />NORTH -SOUTH ALLEY EAST OF EDDY STREET RUNNING SOUTH FROM WAYNE <br />STREET TO THE 1ST INTERSECTING EAST -WEST ALLEY FOR A DISTANCE OF <br />123 FEET ALL BEING IN THE SUNNYMEDE 1ST ADDITION TO THE CITY OF <br />SOUTH BEND, ST. JOSEPH COUNTY, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. John Sullivan, petitioner, <br />asked that this bill be continued until May 12, 1986. Council Member Beck made a <br />motion to continue public hearing on this bill until May 27, seconded by Council <br />Member Braboy. The motion carried. <br />BILL NO. 44 -86 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: (1) THE <br />NORTH -SOUTH RIGHT -OF -WAY BOUNDED BY JEFFERSON BOULEVARD ON THE <br />NORTH AND THE RIGHT -OF -WAY OF THE GRAND TRUNK WESTERN RAILROAD <br />
