RESOLUTION NO. 1410 -86 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AUTHORIZING THE MAYOR TO SUBMIT AN APPLICATION TO THE INDIANA DEPARTMENT OF COMMERCE FOR THE STATE INVESTMENT INCENTIVE PROGRAM FUND. WHEREAS, the City of South Bend is dedicated to pursuing economic development through promoting growth of businesses which stimulate the local economy and thereby benefit the people of South Bend as a whole; and WHEREAS, the Container Services Corporation project will benefit the local economy, specifically by creating new manufacturing jobs and new construction jobs, by generating new taxes on real and personal property, by utilizing vacant land, and by contributing to the construction of a new building and infrastructure development in the South Bend community; and WHEREAS, the location of Container Services Corporation, a new manufacturing industry, into the South Bend area fits into our overall development concept as it will contribute to the restoration and diversification of our industrial base; and WHEREAS,the receipt of a State Investment Grant will enable the City of South Bend to finance a portion of the production equipment costs necessary to allow Container Services Corporation to commence operations at their newly constructed manufacturing facility in the Airport Industrial Park. NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: SECTION I. Hereby establishes the authority of the Mayor of the City OF South Bend to submit an State Investment Grant application to the Indiana Department of Commerce for the Container Services Corporation industrial project. SECTION II. This resolution shall be in full force and effect immediately upon passage by the Common Council of the City of South Bend, Indiana, and approval by the Mayor. /s/ Beverlie J. Beck Member of the Common Council A public hearing was held on the resolutions at this time. Jon Hunt, Director of Economic Development, indicated the City has already received tentative approval for the two grants, however, formal applications are necessary before the final agreements can be put in place. He indicated that Container Services is relocating its corrugated container manufacturing operation to the Airport Industrial Park. He indicated approximately 40 new jobs will be created, and they have a five year projection of 90 employees. He indicated that the majority of the project will be financed through revenue bonds. He indicated that the grant will be matched locally by a local development agency and will not involve local tax dollars. Council Member Zakrzewski made a motion to adopt Resolution No. 1409 -86, seconded by Council Member Barcome. The resolution was adopted by a roll call vote of nine ayes. BILLS, FIRST READING BILL NO. 36 -86 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE 1ST NORTH -SOUTH ALLEY EAST OF EDDY STREET RUNNING SOUTH FROM WAYNE STREET TO THE 1ST INTERSECTING EAST -WEST ALLEY FOR A DISTANCE OF 123 FEET ALL BEING IN THE SUNNYMEDE 1ST ADDITION TO THE CITY OF SOUTH BEND, ST. JOSEPH COUNTY, INDIANA. This bill had first reading. Council Member Voorde made a motion to set this bill for second reading and public hearing April 14, 1986, and refer it to the Zoning and Vacation Committee, seconded by Council Member Zakrzewski. The motion carried. BILL NO. 37 -86 A BILL AMENDING CHAPTER 6 OF THE SOUTH BEND MUNICIPAL CODE ENTITLED BUILDING. This bill had first reading. Council Member Puzzello made a motion to set this bill for second reading and public hearing April 14, 1986, seconded by Council Member Taylor. The motion carried. BILL NO. 38 -86 A BILL AMENDING CHAPTER 21 OF THE SOUTH BEND MUNICIPAL CODE ENTITLED ZONING. This bill had first reading. Council Member Puzzello made a motion to refer this bill to Area Plan, seconded by Council Member Taylor. The motion carried. BILL NO. 39 -86 A BILL APPROPRIATING $5,500.00 FROM THE MORRIS CIVIC AUDITORIUM IMPROVEMENT FUND. This bill had first reading. Council Member Puzzello made a motion to set this bill for second reading and public hearing April 14, 1986, and refer it to the Personnel and Finance Committee, seconded by Council Member Taylor. The motion carried.
