v- - REGULAR- MEETING- WHEREAS, the Common Council has supported previous activities in the downtown area and believes that the Indiana Main Street Program, through its four point approach of organization, promotion, design and economic restructuring, will provide valuable assistance in the revitalization of downtown South Bend, and therefore, recommends approval of the Center City Associates, Inc. application. NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of South Bend as follows: SECTION I. The South Bend Common Council recommends that the application for selection as a Partner in the Indiana Main Street Program to be filed by Center City Associates, Inc., be approved by the Indiana Department of Commerce. SECTION II. The Council believes that continued revitalization of South Bend's downtown area is an important project and participation in this program will be beneficial to the citizens of South Bend. SECTION III. This Resolution shall be in full force and effect from and after its adoption by the Common Council and approval by the Mayor. /s/ Beverlie J. Ann Kolata Deputy Director of Redevelopment, indicated that five cities will be selected by the Department of Commerce to be partners in the program. She indicated the Main Street Program uses a four point approach to enccge economic development in downtown areas; organization, promotion, design &-5d� economic restructuring. She indicated that Center City's efforts will be greatly enhanced if South Bend is designated a partner in this program. Council Member Zakrzewski made a motion to adopt this resolution, seconded by Council Member Barcome. The resolution was adopted by a roll call vote of seven ayes. BILLS, FIRST READING BILL NO. 24 -86 A BILL AUTHORIZING ASSIGNMENT OF THE STC RECYCLING, INC. PROJECT SERIES B ECONOMIC DEVELOPMENT REVENUE BONDS OF THE CITY OF SOUTH BEND, INDIANA, TO BOLIDEN METECH, INC. This bill had first reading. Council Member Puzzello made a motion to set this bill for public hearing and second reading March 24, seconded by Council Member Taylor. The motion carried. BILL NO. 25 -86 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 4000 S. GERTRUDE STREET IN THE CITY OF SOUTH BEND, INDIANA. This bill had first reading. Council Member Taylor made a motion to refer this bill to Area Plan, seconded by Council Member Puzzello. The motion carried. BILL NO. 26 -86 A BILL APPROPRIATING $850,000.00 FROM THE FEDERAL ASSISTANCE GRANT FUND COMMONLY REFERRED TO AS THE GENERAL REVENUE SHARING TRUST FUND FOR THE 1986 ALLEY AND PAVING PROGRAM. This bill had first reading. Council Member Taylor made a motion to set this bill for second reading and public hearing March 24, and refer it to the Public Works Committee, seconded by Council Member Voorde. The motion carried. BILL NO. 27 -86 A BILL APPROPRIATING $127,044.00 FROM THE FEDERAL ASSISTANCE GRANT FUND COMMONLY REFERRED TO AS THE GENERAL REVENUE SHARING TRUST FUND FOR THE PURCHASE OF CITY VEHICLES WITHIN THE DEPARTMENTS OF NEIGHBORHOOD CODE ENFORCEMENT, WEIGHTS & MEASURES, ENGINEERING, COMMUNICATIONS AND TRAFFIC & LIGHTING. This bill had first reading. Council Member Puzzello made a motion to set this bill for second reading and public hearing March 24, and refer it to the Personnel and Finance Committee, seconded by Council Member Taylor. The motion carried. BILL NO. 28 -86 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AMENDING CHAPTER 2, ARTICLE 8, OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND BY THE DELETION OF SECTION 2 -117 ENTITLED RESIDENCE REQUIREMENTS. This bill had first reading. Council Member Taylor made a motion to set this bill for second reading and public hearing March 24, and refer it to the Personnel and Finance Committee, seconded by Council Member Puzzello. The motion carried. BILL NO. 29 -86 A BILL AMENDING ORDINANCE NO. 7357 -84 TO PROVIDE A SALARY FOR A POLICE ARMORER POSITION FOR THE POLICE DEPARTMENT FOR CALENDAR YEAR,1986. This bill had first reading. Council Member Taylor made a motion to set this bill for second reading and public hearing March 24, and refer it to the Personnel and Finance Committee, seconded by Council Member Voorde. The motion carried.
