-- REGULAR MEETING <br />MARCH-10, 1 -986 -- <br />minute of discussion. Council Member Beck made a motion to overrule the Chair, <br />seconded by Council Member Braboy. The motion failed on a roll call vote of four <br />ayes and four nays. Council Member Voorde continued his discussion for one <br />minute. The motion to recommend passed on a roll call vote of seven ayes and one <br />nay (Council Member Voorde.) <br />BILL NO. 21 -86 A BILL APPROPRIATING FUNDS IN THE AMOUNT OF $115,000.00 FROM THE <br />GENERAL PARK FUND TO THE PARK MAINTENANCE FUND. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. James Seitz, Superintendent of <br />Parks, made the presentation for the bill. He indicated this appropriation would be <br />used for resurfacing of the Leeper Park Tennis Courts. Irene Mutzl, 320 Parkovash; <br />Joe Guenert, 3510 Corby; and Roman Kowalski, 802 Birchwood; spoke in favor of this <br />approprition. Council Member Barcome made a motion to recommend this bill to the <br />Council favorable, seconded by Council Member Beck. The motion carried. <br />BILL NO. 22 -86 A BILL AMENDING CHAPTER 6 OF THE SOUTH BEND MUNICIPAL CODE, <br />ENTITLED BUILDINGS. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Kathy Barnard, Director of <br />Code Enforcement, made the presentation for the bill. She indicated this bill <br />includes several amendments to Chapter 6 of the Municipal Code. She indicated these <br />amendments bring the Code into conformance with state statutes and regulations <br />governing the construction of buildings. Council Member Barcome made a motion to <br />recommend this bill to the Council favorable, seconded by Council Member <br />Zakrzewski. The motion carried. <br />There being no further business to come before the Committee of the Whole, Council <br />Member Barcome made a motion to rise and report to the Council, and recess, seconded <br />by Council Member Beck. The motion carried and the meeting was recessed at 8:50 <br />p.m. <br />ATTEST: <br />City Clerk <br />REGULAR MEETING RECONVENED <br />ATTEST: <br />t%lrman <br />Be it remembered that the Common Council of the City of South Bend reconvened in the <br />Council Chambers on the fourth floor of the County -City Building at 9:00 p.m. <br />Council Vice President Braboy presiding and nine members present. <br />BILLS, SECOND READING <br />Council Member Taylor made a motion to consider Bill No. 20 -86, in order that <br />Council Member Beck could return to the hospital, seconded by Council Member <br />Zakrzewski. The motion carried. <br />ORDINANCE NO. 7614 -86 <br />AN ORDINANCE APPROPRIATING $130,000 FROM THE COVELESKI <br />REGIONAL STADIUM FUND TO ACCOUNT 399.0 CONTRACTUAL <br />SERVICES IN SAID FUND TO BE ADMINISTERED BY THE <br />DEPARTMENT OF ADMINISTRATION AND FINANCE OF THE CITY OF <br />SOUTH BEND, INDIANA. <br />This, bill had second <br />reading. Council Member Taylor made a motion to pass this <br />bill, seconded by <br />Council Member Puzzello. The motion carried by a roll call vote <br />of seven ayes and one <br />nay (Council Member Voorde.) <br />ORDINANCE NO. 7609 -86 <br />AN ORDINANCE AUTHORIZING THE CITY OF SOUTH BEND,,, <br />INDIANA ( "THE CITY "), TO AMEND ITS ECONOMIC DEVELOPMENT <br />REVENUE BOND, SERIES 1979 AND SERIES 1980 (SOUTH BEND,, <br />FORGE, INC. PROJECT) (THE "BONDS ") IN THE ORIGINAL' <br />AGGREGATE PRINCIPAL AMOUNT OF NINE MILLION DOLLARS <br />($9,000,000.00) AND APPROVING AND AUTHORIZING CERTAIN <br />ACTIONS WITH RESPECT THERETO. <br />This bill had second reading. Council Member Puzzello made a motion to pass this <br />bill, seconded by Council Member Zakrzewski. The bill passed by a roll call vote of <br />nine ayes. <br />ORDINANCE NO. 7610 -86 AN ORDINANCE AMENDING THE ZONING ORDINANCE FOR PROPERTY <br />LOCATED IN THE 5200 BLOCK OF WEST LINDEN AVENUE IN THE <br />CITY OF SOUTH BEND, INDIANA. <br />This bill had second reading. Council Member Puzzello made a motion to pass this <br />bill, seconded by Council Member Taylor. The bill passed by a roll call vote of <br />seven ayes. <br />
