-- REGULAR MEETING MARCH-10, 1 -986 -- minute of discussion. Council Member Beck made a motion to overrule the Chair, seconded by Council Member Braboy. The motion failed on a roll call vote of four ayes and four nays. Council Member Voorde continued his discussion for one minute. The motion to recommend passed on a roll call vote of seven ayes and one nay (Council Member Voorde.) BILL NO. 21 -86 A BILL APPROPRIATING FUNDS IN THE AMOUNT OF $115,000.00 FROM THE GENERAL PARK FUND TO THE PARK MAINTENANCE FUND. This being the time heretofore set for public hearing on the above bill, proponents and opponents were given an opportunity to be heard. James Seitz, Superintendent of Parks, made the presentation for the bill. He indicated this appropriation would be used for resurfacing of the Leeper Park Tennis Courts. Irene Mutzl, 320 Parkovash; Joe Guenert, 3510 Corby; and Roman Kowalski, 802 Birchwood; spoke in favor of this approprition. Council Member Barcome made a motion to recommend this bill to the Council favorable, seconded by Council Member Beck. The motion carried. BILL NO. 22 -86 A BILL AMENDING CHAPTER 6 OF THE SOUTH BEND MUNICIPAL CODE, ENTITLED BUILDINGS. This being the time heretofore set for public hearing on the above bill, proponents and opponents were given an opportunity to be heard. Kathy Barnard, Director of Code Enforcement, made the presentation for the bill. She indicated this bill includes several amendments to Chapter 6 of the Municipal Code. She indicated these amendments bring the Code into conformance with state statutes and regulations governing the construction of buildings. Council Member Barcome made a motion to recommend this bill to the Council favorable, seconded by Council Member Zakrzewski. The motion carried. There being no further business to come before the Committee of the Whole, Council Member Barcome made a motion to rise and report to the Council, and recess, seconded by Council Member Beck. BILLS, SECOND READING Council Member Taylor made a motion to consider Bill No. 20 -86, in order that Council Member Beck could return to the hospital, seconded by Council Member Zakrzewski. The motion carried. ORDINANCE NO. 7614 -86 AN ORDINANCE APPROPRIATING $130,000 FROM THE COVELESKI REGIONAL STADIUM FUND TO ACCOUNT 399.0 CONTRACTUAL SERVICES IN SAID FUND TO BE ADMINISTERED BY THE DEPARTMENT OF ADMINISTRATION AND FINANCE OF THE CITY OF SOUTH BEND, INDIANA. This, bill had second reading. Council Member Taylor made a motion to pass this bill, seconded by Council Member Puzzello. The motion carried by a roll call vote of seven ayes and one nay (Council Member Voorde.) ORDINANCE NO. 7609 -86 AN ORDINANCE AUTHORIZING THE CITY OF SOUTH BEND,,, INDIANA ( "THE CITY "), TO AMEND ITS ECONOMIC DEVELOPMENT REVENUE BOND, SERIES 1979 AND SERIES 1980 (SOUTH BEND,, FORGE, INC. PROJECT) (THE "BONDS ") IN THE ORIGINAL' AGGREGATE PRINCIPAL AMOUNT OF NINE MILLION DOLLARS ($9,000,000.00) AND APPROVING AND AUTHORIZING CERTAIN ACTIONS WITH RESPECT THERETO. This bill had second reading. Council Member Puzzello made a motion to pass this bill, seconded by Council Member Zakrzewski. The bill passed by a roll call vote of nine ayes. ORDINANCE NO. 7610 -86 AN ORDINANCE AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED IN THE 5200 BLOCK OF WEST LINDEN AVENUE IN THE CITY OF SOUTH BEND, INDIANA. This bill had second reading. Council Member Puzzello made a motion to pass this bill, seconded by Council Member Taylor. The bill passed by a roll call vote of seven ayes.
