SECTION V. Conversion to Full License Upon Certification. <br /> Upon written notice to the Common Council from the Business License Administrator that <br /> the conditions set forth in Section II of this Resolution have been fully satisfied for an applicant, <br /> the interim license granted herein shall automatically convert to a full scrap metal /junk dealer/ <br /> recycling operations license for the remainder of the applicable license term, without further <br /> Council action. <br /> The Business License Administrator's notice shall be limited to verification of objective <br /> compliance with the conditions imposed by this Resolution and shall not constitute an independent <br /> exercise of licensing discretion. <br /> Nothing in this Section shall be construed to: <br /> . Limit the authority of the Common Council under Sections 4-6,4-16,or 4-51 of the South <br /> Bend Municipal Code; or <br /> 2. Preclude Council review or action if new violations, enforcement actions, or material <br /> changes in circumstances arise prior to conversion. <br /> SECTION VI.Effective Date. <br /> This Resolution shall be in full force and effect from and after its adoption by the Common <br /> Council and approval by the Mayor. <br /> Canneth J.
