These <br /> bailed tires also appeared to be stacked identical to those depicted in the photographs taken during the September 22 <br /> inspection, indicating that potentially no waste tires had left the site since just prior to the last inspection{See attached Photo 9 <br /> for comparison) <br /> 'Since the last inspection,the facility also moved the bailing machine. At the time of this inspection,it was being stored on the <br /> drive right next to south wall of the garage. In its former location,there appeared to be several more whole passenger waste <br /> tires. Those waste tires have been identified on the attached Site Map the table above as Pile F'(Note. This Pile was named <br /> Pile F'since the tires were somewhat connected to Pile F. See attached Photo 7) <br /> Staff then returned to the state vehicle and waited for Mr. Schumacher to return to the site. Upon his arrival. staff conducted <br /> an exit interview that included a discussion regarding a registration application IDEM received listing Alternative Two as a <br /> disposal site for their waste tires during closure. Staff inquired about whether Mr. Schumacher had knowledge of the facility or <br /> suggested including them as the disposal facility. Mr. Schumacher indicated that he was aware of the facility and that his <br /> business was fabricating a waste tire bailer for them. Staff also discuss the appearance that more tires were present on-site <br /> that during the September 22 inspection. Mr. Schumacher indicated that people show up at his gate and drive back to the <br /> storage area and dump their tires back there. (See Photo 13, which appears to contain vehicle tire tracks in the recently fallen <br /> now.) <br /> CONCLUSION <br /> The total amount of waste tires on-site was approximately 118,448 PTEs. Information is being forwarded to the Office of Land <br /> Quality Enforcement Section. Please see the Description of Violations section for more additional information. <br /> Note: The facility's waste tire storage, processing, and transporting registrations have expired.
