SOUTH BEND POLICE DEPT.
Michelle Adams
From: Joseph A.Cole
Sent: Thursday, February 26, 2026 1:21 PM
To: Michelle Adams
Cc: DL-SBPDOutreach
Subject: Re:Scrap Metal Dealers
Michelle,
LKQ-I would recommend that this business could be approved on a temporary or probationary status
that is contingent upon their compliance with Leadsonline. After approval, set up a six-month reminder
to check in with PD to see if in fact LKQ is abiding by the ordinance and reporting it through Leadsonline.
If they do,then they will pass until their next renewal. Then, at that newest renewal, PD can check to see
if they have maintained compliance. They can also be subject to compliance checks and if they stop
using it,that would technically qualify as a violation per that ordinance.
I did confirm that they actually registered for Leadsonline Feb. 18'"of 2025-So they have had an account
for a year. Six months is plenty of time on reporting through that system only.
Big Bulldog Auto Parts-You mentioned that they signed up. I confirmed that they registered as of 2/18/26,
they have not reported anything but you mentioned they still are figuring out the system via leadsonline
help hotline.
Republic Services-They are not receiving anything to turn over for profit as its a recycling station. They
logistically came through my attention based on the ordinance under Scrap metals but do to them
checking the wrong box- I have no issue or PD has no problems with this business.
PFC Joseph A.
