So even though LKQ has an account, they are not fulfilling the requirement or <br /> send via electronic forms of transmission to SBPD via Leads Online. violating Number 4: "Pursuant to <br /> Sec. 4051(k)(1)" <br /> Finally, Republic Service has the same concern as LKQ.
