SECTION V.Conversion to Full License Upon Certification- <br /> Upon written notice to the Common Council from the Business License Administrator that. Limit the authority of the Common Council or Business License Administrator under <br /> Sections 4-6,4-16,or 4-51 of the South Bend Municipal Code;or <br /> 2.
