SECTION V. Conversion to Full License Upon Certification <br /> Upon written notice to the Common Council from the Business License Administrator that <br /> the conditions set forth in Section II of this Resolution have been fully satisfied for an applicant, <br /> the Common Council may approve a full license for an applicant by Resolution as set forth in <br /> Section 4-51 of the South Bend Municipal Code. <br /> Nothing in this Section shall be construed to: <br /> 1. Limit the authority of the Common Council or Business License Administrator under <br /> Sections 4-6,4-16, or 4-51 of the South Bend Municipal Code; or <br /> 2. Preclude Council or Business License Administrator review or action if new violations, <br /> enforcement actions, or material changes in circumstances arise prior to conversion. <br /> SECTION VI.Effective Date. <br /> This Resolution shall be in full force and effect from and after its adoption by the Common <br /> Council and approval by the Mayor. <br /> Canneth J.
