REGULAR MEETING DECEMBER 18, 1985 <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Council Chambers of the County -City Building on Wednesday, December 18, at 4:30 <br />p.m. The meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Serge, Braboy, Puzzello, <br />Taylor, Zakrzewski, Crone, Paszek, Voorde and <br />Beck <br />Absent: None <br />REPORTS <br />Council Member Voorde indicated that the Personnel and Finance Committee had met on <br />Bill Nos. 131 and 142 -85. He indicated Bill No. 131 received no recommendation and <br />Bill No. 142 received a favorable recommendation. <br />Council Member Braboy made a motion to resolve into the Committee of the Whole, <br />seconded by Council Member Zakrzewski. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole on Wednesday, December 18, at 4:37 p.m., with nine members <br />present. <br />BILL NO. 131 -85 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 914 <br />S. IRONWOOD DRIVE IN THE CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Larry Magliozzi, from Area <br />Plan, gave the staff report. He indicated the lot is not wide enough for parking as <br />proposed, and a different layout must be considered. He indicated if they planned <br />to use the alley as ingress /egress the alley must be paved. Sara Talbot, the <br />property owner, made the presentation for the bill. She indicated this property was <br />formerly used as a dental office, however, it had been vacant for over a year and <br />the zoning reverted to A Residential. She indicated the property is not suitable as <br />a single family dwelling. She indicated she would like this property rezoned to C <br />Commercial, in order that a jewelry store could open in this location. Council <br />Member Zakrzewski made a motion to recommend this bill to the Council favorable, <br />seconded by Council Member Puzzello. The motion carried. <br />BILL NO. 142 -85 <br />A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT THE <br />SOUTHWEST CORNER OF PROGRESS DRIVE AND KNOBLOCK STREET, IN THE <br />CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Larry Magliozzi, from Area <br />Plan, gave the staff report, which was favorable. Kenneth Fedder, attorney for the <br />petitioners, indicated this rezoning was previously passed by the Council, however, <br />a final site plan was not submitted within a year and the zoning reverted, <br />therefore, it was necessary to again rezone this property. Council Member Beck made <br />a motion to recommend this bill to the Council favorable, seconded by Council Member <br />Zakrzewski. The motion carried. <br />BILL NO. 178 -85 A BILL TRANSFERRING $32,030.00 AMONG VARIOUS ACCOUNTS WITHIN THE <br />SOUTH BEND WATER WORKS. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Carol Sanders, Deputy <br />Controller, made the presentation for the bill. She indicated this was another <br />year -end transfer that reflects the expenditures necessary to operate during 1985. <br />Council Member Beck made a motion to recommend this bill to the Council favorable, <br />seconded by Council Member Puzzello. The motion carried. <br />There being no further business to come before the Committee of the Whole, Council <br />Member Beck made a motion to rise and report to the Council, seconded by Council <br />Member Taylor.
