REGULAR MEETING <br />RESOLUTION NO. 1374 -85 <br />NOVEMBER 18, 1985 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, AUTHORIZING THE MAYOR TO SUBMIT TO THE <br />UNITED STATES GOVERNMENT, DEPARTMENT OF HOUSING AND <br />URBAN DEVELOPMENT, AN APPLICATION FOR 1986 COMMUNITY <br />DEVELOPMENT ACT OF 1974, AS AMENDED. <br />WHEREAS, the Mayor of the City of South Bend, Indiana, is the Chief Executive <br />Officer of the City and is the applicant for Community Development Block Grant Funds <br />under Title I of the Housing and Community Development Act of 1974, as amended. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, <br />Indiana. <br />SECTION I. That the Mayor of the City of South Bend, Indiana is hereby <br />authorized to submit the 1986 Community Development Block Grant Application to the <br />United States Government under Title I of the Housing and Community Development Act <br />of 1974, as amended. <br />SECTION II. That the Common Council of the City of South Bend, Indiana, hereby <br />requests that the Mayor submit the 1986 Community Development Block Grant <br />Application to the Common Council for review and comment prior to the date upon <br />which the Community Development Block Grant Application must be filed with the <br />Department of Housing and Urban Development. <br />SECTION III. That for every activity, project, or program to be funded under <br />this Resolution, the Mayor shall submit to the Common Council an appropriation <br />ordinance prior to expenditure of any Community Development Block Grant funds <br />received upon approval of this application. <br />SECTION IV. This Resolution shall be in full force and effect from and after <br />its adoption by the Common Council and approval by the Mayor. <br />/s/ Beverlie J. Jon Hunt, Director of <br />Redevelopment indicated this resolution would authorize the Mayor to submit the <br />City's 1986 application for Community Development Block Grant Funds. Council Member <br />Zakrzewski made a motion to adopt this resolution, seconded by Council Member <br />Puzzello. The resolution was adopted by a roll call vote of nine ayes. <br />BILLS, FIRST READING <br />BILL NO. 131 -85 <br />A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 914 <br />S. IRONWOOD DRIVE IN THE CITY OF SOUTH BEND, INDIANA. <br />This bill had first reading. Council Member Serge made a motion to refer this bill <br />to Area Plan, seconded by Council Member Puzzello. The motion carried. <br />BILL NO. 132 -85 <br />A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE 1ST <br />NORTH -SOUTH ALLEY WEST OF LAUREL STREET RUNNING FROM WESTERN <br />AVENUE TO NAPIER STREET, EXCEPTING THE INTERSECTING EAST -WEST 14' <br />ALLEY FOR A DISTANCE OF 243.56 FEET MORE OR LESS, ALL BEING ON <br />WILLETS SUBDIVISION OF B.O.L. 89 AND DEARDOFFS SUBDIVISION OF <br />B.O.L. 90 AND LYING BETWEEN LOTS 1 AND 10 OF LOTS 6 AND 15 <br />RESPECTIVELY. <br />This bill had first reading. Council Member Puzzello made a motion to set this bill <br />for second reading and public hearing December 2 and refer it to the Zoning and <br />Vacation Committee, seconded by Council Member Taylor. The motion carried. <br />BILL NO. 133 -85 <br />A BILL AUTHORIZING THE CITY OF SOUTH BEND, INDIANA (THE "CITY "), <br />TO ISSUE ITS ECONOMIC DEVELOPMENT REVENUE BONDS, SERIES 1985 <br />(STANZ REALTY COMPANY, AN INDIANA PARTNERSHIP PROJECT), IN THE <br />AGGREGATE PRINCIPAL AMOUNT OF ONE MILLION FIVE HUNDRED THOUSAND <br />DOLLARS ($1,500,000.00) AND APPROVING AND AUTHORIZING CERTAIN <br />ACTIONS WITH RESPECT THERETO. <br />This bill had first reading. Council Member Serge made a motion to set this bill <br />for second reading and public hearing December 2, seconded by Council Member Crone. <br />The motion carried. <br />Council Member Taylor made a motion to suspend the rules on Bill Nos. 134, 135 and <br />137 -85, seconded by Council Member Puzzello. The motion carried. <br />ORDINANCE NO. 7542 -85 AN ORDINANCE AUTHORIZING THE ISSUANCE OF $650,000.00 <br />ECONOMIC DEVELOPMENT REVENUE BONDS (EAST RACE HOUSING <br />PROJECT) OF THE CITY OF SOUTH BEND, INDIANA, FOR THE <br />PURPOSE OF FUNDING A LOAN TO THE MADISON, AN INDIANA <br />LIMITED PARTNERSHIP, OF WHICH T. BROOKS BRADEMAS IS THE <br />GENERAL PARTNER, IN ORDER TO FINANCE THE ACQUISITION <br />AND CONSTRUCTION OF CERTAIN REAL ESTATE AND ECONOMIC <br />DEVELOPMENT FACILITIES LOCATED WITHIN ST. JOSEPH <br />COUNTY, INDIANA, FOR USE BY THE MADISON: AUTHORIZING <br />
