REGULAR MEETING <br />DECEMBER 17, 198 <br />WHEREAS, the City of South Bend, Indiana, over the past several years has taken <br />aggressive action to rebuild under utilized and distressed areas of our community; <br />and <br />WHEREAS, in particular, the City of South Bend has targeted the Studebaker <br />Corridor as an area to be revitalized as a prime economic location due to its <br />location in the near downtown; and <br />WHEREAS, the Common Council has been advised that the Michiana Area Council of <br />Governments ( MACOG) is in the process of securing funding from the U. S. Department <br />of Energy to determine the feasibility of revitalizing the old heating and cooling <br />system in the Studebaker Complex. <br />WHEREAS, the Council supports such a study which would determine whether energy <br />costs could be reduced for the Corridor, and thus help attract new businesses and <br />revitalize this area of our City. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, <br />Indiana as follows: <br />SECTION I. The Common Council of the City of South Bend, Indiana supports the <br />Michiana Area Council of Governments in its attempt to secure funding from the U. S. <br />Department of Energy for a feasibility study to determine the feasibility of <br />revitalizing and rejuvenating the old heating and cooling system in the Studebaker <br />Complex. <br />SECTION II. The Council directs the City Clerk to send a copy of this <br />resolution to Mr. Charles W. Minkler, Executive Director of MACOG for inclusion in <br />their grant application to the U. S. Department of Energy. <br />SECTION III. This resolution shall be in full force and effect from and after <br />its adoption by the Common Council and approval by the Mayor. <br />/s/ Beverlie J. Council Member Puzzello <br />indicated she was a representative of the Energy Commission and they supported this <br />study. She indicated that most of these buildings have been empty since the closing <br />of Studebakers. Council Member Serge made a motion to adopt this resolution, <br />seconded by Council member Taylor. The resolution was adopted by a roll call vote <br />of eight ayes. <br />BILLS, FIRST READING <br />BILL NO. 145 -84 <br />A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY; THE <br />FIRST NORTH -SOUTH ALLEY EAST OF EDDY STREET RUNNING <br />NORTH AND THEN NORTHEASTERLY FROM CORBY STREET TO A <br />LINE WHICH IS PARALLEL TO THE 16' WEST OF THE EAST LINE <br />OF LOT 7 IN BERGAN'S REPLAT OF LOTS NUMBERED TWO (2) <br />THREE (3) AND FOUR (4) OF M. E. LISTENBERGER'S FIRST <br />ADDITION TO THE CITY OF SOUTH BEND, FOR A DISTANCE OF <br />140.4 FEET MORE OR LESS. <br />This bill had first reading. Council Member Taylor made a motion to set this bill <br />for second reading and public hearing January 28, and refer it to the Zoning and <br />Vacation Committee, seconded by Council Member Crone. The motion carried. <br />PRIVILEGE OF THE FLOOR <br />T. Brooks Brademas spoke against the building of a parking garage for Teachers <br />Credit Union. Council Member Crone made a motion to let Mr. Brademas continue <br />f speaking under privilege of the floor, as long as it does not exceed five minutes. <br />Mr. Brademas spoke regarding the possibility of his organizing an "adopt a police <br />car" program for the City. <br />There being no further business to come before the Council, unfinished or new, <br />Council Member Crone made a motion to adjourn, seconded by Council Member Puzzello. <br />The motion carried and the meeting was adjourned at 5:30 p.m. <br />ATTEST; APPROVED; <br />City Clerk resident �/ <br />1 <br />II <br />i <br />1 <br />1 <br />
