REGULAR MEETING_, <br />DECEMBER. 17_, 1989. <br />SECTION I. On behalf of the citizens of South Bend, Indiana, the Common Council <br />hereby publicly commends the students, teachers and Principal of St. Anthony's <br />Junior High, who are involved in establishing the "Save Our Little Liberty Fund." <br />SECTION II. The Council believes that the enthusiasm and work of those involved <br />from St. Anthony's Junior High School, and Staff Members from Southhold and the <br />Historic Landmarks Foundation of Indiana, is one of the best examples of <br />contributing positively to our Community. <br />SECTION III. The Common Council urges all citizens who wish to become involved <br />with the "Save Our Little Liberty Fund" to contact the school officials so that "Our <br />Little Liberty" can once again be a symbol of pride in our Community. <br />SECTION IV. This resolution shall be in full force and effect from and after <br />its adoption by the Common Council, and approval by the Mayor. <br />/s/ Beverlie J. Council Member Beck read <br />the resolutions and presented them to Mrs. Wetzel from St. Anthony's and Mr. Michael <br />Harding from Jackson Middle School. Council Member Serge made a motion to adopt <br />these resolutions, seconded by Council Member Paszek. The resolutions were adopted <br />by a roll call vote of eight ayes. <br />RESOLUTION NO. 1242 -84 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, URGING THE UNITED NEIGHBORHOOD COUNCIL <br />TO TAKE ALL NECESSARY STEPS TO ASSURE CONTINUED FUNDING <br />FROM THE DEPARTMENT OF AGING AND COMMUNITY SERVICES <br />WHEREAS, the United Neighborhood Council is allocated funds from the Indiana <br />Department of Aging and Community Services to fund six (6) neighborhood centers in <br />St. Joseph, Elkhart, Marshall, Fulton and Kosciusko Counties; and <br />WHEREAS, in trying to establish United Neighborhood Council as an effective <br />community action program agency, services such as health screening clinics, energy <br />assistance, tutoring, counseling, and programs for youth and senior citizens have <br />been provided through the neighborhood centers with the funding assistance from the <br />Department of Aging and Community Services; and <br />WHEREAS, the Common Council notes however, that the United Neighborhood Council <br />has been notified by the State's Department of Aging and Community Services of <br />serious concerns of its operation which may affect continued funding of the Council; <br />and <br />WHEREAS, in light of the monitoring report released by Jean Merritt, Executive <br />Director of the Department of Aging and Community Services, the Common Council urges <br />the United Neighborhood Council to take all necessary corrective measures so that <br />future funding of such needed community service programs will not be jeopardized. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />SECTION I. The Common Council of the City of South Bend, Indiana, wishes to <br />thank Jean Merritt, Executive Director of the State's Department of Aging and <br />Community Services for bringing to light the monitoring review report of the United <br />Neighborhood Council. <br />SECTION II. The Council urges the board members of the United Neighborhood <br />Council to review all of the corrective measures recommended by the State Agency, <br />and after complete deliberations, to take all necessary steps to assure that funding <br />will continue throughout 1985 for the many needed. Community service programs offered <br />by the neighborhood centers. <br />SECTION III. The Council requests the City Clerk to send a copy of this <br />resolution to the United Neighborhood Council Board President, Otis Romine. <br />SECTION IV. This resolution shall be in full force and effect from and after <br />its adoption by the Common Council, and approval by the Mayor. <br />/s/ Beverlie J. Council Member Beck <br />indicated the Council wanted to assure continued funding for the service programs <br />provided by the neighborhood centers. She asked that a copy of this resolution also <br />be sent to Jean Merritt's office. Council Member Serge made a motion to adopt this <br />resolution, seconded by Council Member Taylor.
