REGULAR MEETING <br />DECEMBER 3, 19 <br />A public hearing was held on the resolutions at this time. Richard Morgan, attorney, <br />indicated Plast -Ad was going to expand their existing building, and acquire new <br />equipment. He indicated twenty new jobs would be created. Council Member Zakrzewski <br />made a motion to adopted Resolution No. 1235 -84, seconded by Council Member Voorde. <br />The resolution was adopted by a roll call vote of nine ayes. Council Member Zakrzewski <br />made a motion to adopt Resolution No. 1236 -84, seconded by Council Member jPuzzello. <br />The resolution was adopted by a roll call vote of nine ayes. <br />RESOLUTION NO. 1237 -84 <br />A RESOLUTION CONFIRMING THE ADOPTION OF A DECLARATORY <br />RESOLUTION DESIGNATING CERTAIN AREAS WITHIN THE CITY OF <br />SOUTH BEND, COMMONLY KNOWN AS U.S.. 31 & BRICK ROAD, SOUTH <br />BEND, INDIANA, TO BE AN ECONOMIC REVITALIZATION AREA FOR <br />PURPOSES OF REAL PROPERTY TAX ABATEMENT. <br />WHEREAS, the Common Council of the City of South Bend has adopted a Declaratory <br />Resolution designating certain areas within the City as Economic Revitalization Areas <br />for the purpose of tax abatement consideration; and <br />WHEREAS, a Declaratory Resolution designated the area commonly known as U. S. 31 <br />& Brick Road, and more particularly described by a line drawn as follows: <br />A part of the North One Half (1/2) of Section 19, Township 38, North, Range 2 <br />East, German Township, St. Joseph Co., Indiana more particularly described as <br />follows: <br />Commencing at the Northeast corner of the Northwest One Quarter (1/4) of said <br />Section 19; thence South 000- 54' -38" East along to North -South centerline of <br />said Section 29 110.87 feet to the south right -of -way line of Brick Rd.; thence <br />South 880 -43' -" west 755.00 feet; thence North 000541 -38" west 689.50 feet to <br />the South right of Way line of Brick Rd; thence South 880- 47' -24" East along <br />said right of way line 755.36 feet to the place of beginning and containing 11.7 <br />acres more or less. <br />as an Economic Revitalization Area; and <br />WHEREAS, notice of the adoption of a Declaratory Resolution and the public hearing <br />before the Council has been published pursuant to Indiana Code 6 -1.1- 12.1 -2 -5; and <br />WHEREAS, the Council held a public hearing for the purposes of hearing all remonstrances <br />and objections from interested persons; and <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />SECTION I. That the Common Council hereby confirms its Declaratory Resolution <br />designating the area described herein as an Economic Revitalization Area for the <br />purposes of real property tax abatement. Such designation is for personal property <br />tax abatement only and is limited to five (5) calendar years from the date of adoption <br />of the Declaratory Resolution by the Common Council. <br />SECTION II. Council Member Zakrzewski <br />made a motion to adopt this resolution, seconded by Council Member Puzzello. The <br />resolution was adoapted by a roll call vote of nine ayes. <br />RESOLUTION NO. 1238 -84 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND <br />APPROVING RESOLUTION NO. 719 OF THE SOUTH BEND REDEVELOPMENT <br />COMMISSION AND THE EAST BANK DEVELOPMENT PLAN, AS AMENDED. <br />WHEREAS, the City of South Bend Redevelopment Commission ( "Commission "), pursuant <br />to the Redevelopment of Cities and Towns Act of 1953, as amended (36 -7 -14) (the "Act "), <br />has conducted surveys and investigations and has thoroughly studied the area in the <br />City of South Bend, County of St. Joseph, State of Indiana, and designated the area <br />as the "East Bank Development Area" (the "Area "), which area is more particularly <br />described as follows: <br />A parcel of land being a part of the City of South Bend, Portage Township, St. <br />Joseph County, Indiana and being more particularly described as follows, viz: <br />
