REGULAR MEETING NOVEMBER 19, 1984 Be it remembered that the Common Council of the City of South Bend met in the Council Chambers of the County -City Building on Monday, November 19, at 7:00 p.m. The meeting was called to order and the Pledge to the Flag was given. ROLL CALL Present: Council Members Serge, Braboy, Puzzello, Taylor, Zakrzewski, Crone, Paszak, Voorde and Beck Absent: None REPORT FROM THE SUB - COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your sub - committee on the inspection and supervision of the minutes would res- pectfully report that it has inspected the minutes of the November 5, meeting of the Council and found them correct. The sub - committee, therefore, recommends that the same be approved. /s/ Beverlie J. Beck /s/ Ann Puzzello /s/ Thomas Zakrzewski Council Member Serge made a motion that the minutes of the November 5, meeting of the Council be accepted and placed on file, seconded by Council Member Zakrzewski. The motion carried. SPECIAL BUSINESS Council Member Serge made a motion to rehire Council Attorney, Kathleen Cekanski- Farrand, for the year 1985, seconded by Council Member Puzzello. The motion carried. REPORTS Council Member Braboy indicated that the Human Resources Committee had met on bill nos. 124 and 125 -84, and recommended them favorable. Council Member Zakrzewski indicated that the Public Works Committee had met on Bill No. 126 -84 and recommended it favorable. Council Member Puzzello indicated the Personnel and Finance Committee had met on Bill No. 90 -84, and recommended it favorable, as amended. Council Member Serge made a motion to resolve into the Committee of the Whole, seconded by Council Member Taylor. The motion carried. COMMITTEE OF THE WHOLE Be it remembered that the Common Council of the City of South Bend met in the Committee of the Whole on November 19, at 7:07 p.m., with nine members present. Chairman Serge presiding. BILL NO. 120 -84 A BILL AUTHORIZING THE ASSIGNMENT OF THE INTERESTS OF ST. JOSEPH DEVELOPMENT AND INVESTMENT COMPANY, AN INDIANA PARTNERSHIP UNDER THE $2,300,000 CITY OF SOUTH BEND, INDIANA ECONOMIC DEVELOPMENT REVENUE BOND (ST. JOSEPH DEVELOPMENT CO., INC.) TO COMBINED CAPITAL ASSOCIATES VII, AN INDIANA LIMITED PARTNERSHIP. This being the time heretofore set for public hearing on the above bill, proponents and opponets were given an opportunity to be heard. Kenneth Fedder, attorney for the Economic Development Commission, indicated they had received a request from the present owners to reassign their interests in the project to Combined Capital Associates VII. He indicated the Commission has consented to the assignment. BILL NO. 121 -84 A BILL ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH BEND, INDIANA, CERTAIN LANDS, GENERALLY KNOWN AS THE SOUTHWEST CORNER OF TERRACE LANE ABUTTING STATE HIGHWAY 23, IN ST. JOSEPH COUNTY, INDIANA. Council Member Puzzello indicated this bill was being withdrawn by the petitioner, because the property was not contiguous with the City Limits. BILL NO. 87 -84 A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA (CHAPTER 21, MUNICIPAL CODE) (723 HAWBAKER.) Council Member Taylor indicated this bill was being withdrawn by the petitioner, and a new bill would be filed for the December 3 meeting of the Council.
