REGULAR MEETING NOVEMBER 19, 1984 <br />Be it remembered that the Common Council of the City of South Bend met in the Council <br />Chambers of the County -City Building on Monday, November 19, at 7:00 p.m. The meeting <br />was called to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Serge, Braboy, Puzzello, Taylor, <br />Zakrzewski, Crone, Paszak, Voorde and Beck <br />Absent: None <br />REPORT FROM THE SUB - COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />Your sub - committee on the inspection and supervision of the minutes would res- <br />pectfully report that it has inspected the minutes of the November 5, meeting of the <br />Council and found them correct. <br />The sub - committee, therefore, recommends that the same be approved. <br />/s/ Beverlie J. Beck <br />/s/ Ann Puzzello <br />/s/ Thomas Zakrzewski <br />Council Member Serge made a motion that the minutes of the November 5, meeting of <br />the Council be accepted and placed on file, seconded by Council Member Zakrzewski. <br />The motion carried. <br />SPECIAL BUSINESS <br />Council Member Serge made a motion to rehire Council Attorney, Kathleen Cekanski- <br />Farrand, for the year 1985, seconded by Council Member Puzzello. The motion carried. <br />REPORTS <br />Council Member Braboy indicated that the Human Resources Committee had met on bill <br />nos. 124 and 125 -84, and recommended them favorable. <br />Council Member Zakrzewski indicated that the Public Works Committee had met on Bill <br />No. 126 -84 and recommended it favorable. <br />Council Member Puzzello indicated the Personnel and Finance Committee had met on Bill <br />No. 90 -84, and recommended it favorable, as amended. <br />Council Member Serge made a motion to resolve into the Committee of the Whole, seconded <br />by Council Member Taylor. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the Committee <br />of the Whole on November 19, at 7:07 p.m., with nine members present. Chairman Serge <br />presiding. <br />BILL NO. 120 -84 A BILL AUTHORIZING THE ASSIGNMENT OF THE INTERESTS OF ST. <br />JOSEPH DEVELOPMENT AND INVESTMENT COMPANY, AN INDIANA PARTNERSHIP <br />UNDER THE $2,300,000 CITY OF SOUTH BEND, INDIANA ECONOMIC <br />DEVELOPMENT REVENUE BOND (ST. JOSEPH DEVELOPMENT CO., INC.) <br />TO COMBINED CAPITAL ASSOCIATES VII, AN INDIANA LIMITED PARTNERSHIP. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponets were given an opportunity to be heard. Kenneth Fedder, attorney for the <br />Economic Development Commission, indicated they had received a request from the present <br />owners to reassign their interests in the project to Combined Capital Associates VII. <br />He indicated the Commission has consented to the assignment. <br />BILL NO. 121 -84 A BILL ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF <br />SOUTH BEND, INDIANA, CERTAIN LANDS, GENERALLY KNOWN AS THE <br />SOUTHWEST CORNER OF TERRACE LANE ABUTTING STATE HIGHWAY 23, <br />IN ST. JOSEPH COUNTY, INDIANA. <br />Council Member Puzzello indicated this bill was being withdrawn by the petitioner, <br />because the property was not contiguous with the City Limits. <br />BILL NO. 87 -84 A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY <br />KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, <br />INDIANA (CHAPTER 21, MUNICIPAL CODE) (723 HAWBAKER.) <br />Council Member Taylor indicated this bill was being withdrawn by the petitioner, and <br />a new bill would be filed for the December 3 meeting of the Council. <br />
