I <br />>f <br />REGULAR MEETING <br />NOVEMBER 5, 1984 <br />Be it remembered that the Common Council of the City of South Bend met in the Council <br />Chambers of the County -City Building on Monday, November 5, 1984, at 7:00 p.m. The <br />meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Serge, Braboy, Puzzello, Taylor, <br />Zakrzewski, Crone, Paszak, Voorde and Beck <br />" Absent: None <br />REPORT FROM 'THE SUB - COMMITTEE ON MINUTES <br />i J <br />To the Common Council of the City of South Bend: <br />Your sub- committee on the inspection and supervision of the minutes would res- <br />pectfully report that it has inspected the minutes of the October 22, meeting of the <br />Council and found them correct. <br />The sub - committee, therefore, recommends that the same be approved. <br />/s/ Beverlie J. Beck <br />/s/ Ann Puzzello <br />/s/ Thomas Zakrzewski <br />Council Member Serge made a motion that the minutes of the October 22, meeting of <br />the Council be accepted and placed on file, seconded by Council Member Taylor. The <br />motion carried. <br />SPECIAL;BUSINESS <br />Council Member Taylor made a motion to set Bill No. 87 -84 for public hearing and <br />second reading on November 19, seconded by Council Member Zakrzewski. The motion <br />carried. <br />REPORTS =! <br />Council Member Puzzello announced there would be Personnel & Finance Committee meetings <br />Wednesday and Thursday at 4:00 p.m., on the budgets of the Enterprise Funds. <br />Council Member Braboy indicated the Human Resources Committee had met on Resolutions <br />A,B, & C, arid` recommended them favorable. <br />Council Member Serge indicated the Parks Committee had met on bill nos. 117 and 118, <br />and recommended them favorable. <br />Council Member Taylor indicated that the Public Safety Committee had met on Bill No. <br />119 -84 and recommended it favorable. <br />Council Member Puzzello made a motion to resolve into the Committee of the Whole, <br />seconded by Council Member Taylor. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the Committee <br />of the Whole on November 5, at 7:07 p.m., with nine members present. Chairman Serge <br />presiding. <br />BILL NO. 117 -84 <br />A BILL APPROPRIATING FUNDS IN THE AMOUNT OF $30,000.00 FROM THE GENE <br />PARK FUND TO THE PARK MAINTENANCE FUND .O1 TO BE USED TO <br />SUPPLEMENT THE 1984 PARK MAINTENANCE BUDGET. <br />This being tine time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. James Seitz, Superintendent of <br />Parks, made the presentation for the bill. He indicated he was requesting this appropriation <br />in order to supplement labor and electric accounts which are running low due to the <br />operation',af':'Vthe East Race Way. Council Member Voorde made a motion to recommend <br />this bill to. the Council favorable, seconded by Council Member Zakrzewski. The motion <br />carried. <br />BILL NO. 118 -84 A BILL APPROPRIATING $45,000 WITHIN THE CITY CEMETERY TRUST <br />FUND TO BE ADMINISTERED BY THE BUREAU OF CEMETERIES OF THE <br />PARK DEPARTMENT. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Robert Niezgodski, Sexton, made <br />the presentation for the bill. He indicated they were requesting this appropriation <br />in order to build a concrete block storage building to replace the wooden buildings <br />that are substandard and unsecure. He indicated that vandalism in the past few years <br />has been insurmountable and storage of equipment has hindred operation of the cemeteries. <br />R. E. Stevenson, 501 S. Jackson, indicated something should be done about the vandalism. <br />Council Member Voorde made a motion to recommend this bill to the Council favorable, <br />seconded by Council Member Paszek. The motion carired. <br />
