<br />RESOLUTION
<br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH
<br />BEND, INDIANA, URGING THE MAYOR TO OBLIGATE THE PROCEEDS OF
<br />INVESTMENTS WHICH WOULD BE EARNED ON A G.O. BOND ISSUE TO BE
<br />DEDICATED TO A BOND INTEREST AND REDEMPTION FUND.
<br />A public hearing was held on the resolution at this time. Council Member Voorde
<br />indicated this resolution urges the Mayor to establish a bond interest and redemption
<br />fund, thereby dedicating all interest earned on investment of the proposed G.O. Bond
<br />monies to be used in paying off the bond. He indicated in light of the proposed
<br />increases to the tax rate from the 1985 budget, the establishment of the Cumulative
<br />Capital Development Fund, the appeals of the utility increases and the parking garage
<br />deficit, and the automatic five percent increase in the levy, this resolution should
<br />be adopted. He indicated that by paying off the bond issue with interest income, it
<br />would send a positive note to the community. Council Member Voorde made a motion to
<br />adopt this resolution, seconded by Council member Crone. The motion failed on a roll
<br />call vote of three ayes (Council Members Zakrzewski, Crone and Voorde.) and six
<br />nays.

<br />This bill had first reading. Council Member Puzzello made a motion to refer this
<br />bill to Area Plan, seconded by Council Member Serge. The motion carried.
<br />BILL NO. 108 -84 A BILL AUTHORIZING THE CITY OF SOUTH BEND, INDIANA (THE
<br />"CITY ") TO ISSUE ITS "ECONOMIC DEVELOPMENT REVENUE BONDS,
<br />SERIES 1984 (MITTLER SUPPLY, INC. PROJECT), IN THE AGGREGATE
<br />PRINCIPAL AMOUNT OF ONE MILLION EIGHT HUNDRED THOUSAND DOLLARS
<br />($1,800,000.00) AND APPROVING AND AUTHORIZING CERTAIN ACTIONS
<br />WITH RESPECT THERETO.
<br />This bill had first reading. Council Member Taylor made a motion to set this bill
<br />for public hearing and second reading October 22, seconded by Council Member Serge.

<br />This bill had first reading. Council Member Taylor made a motion to refer this bill

<br />This bill had first reading. Council Member Braboy made a motion to set this bill
<br />for public hearing and second reading October 22, and refer it to the Human Resources
<br />Committee, seconded by Council Member Taylor. The motion carried.
<br />BILL NO. 113 -84 A BILL TRANSFERRING $48,000.00 AMONG ACCOUNTS WITHIN THE
<br />DIVISION OF COMMUNITY DEVELOPMENT.
<br />This bill had first reading. Council Member Taylor made a motion to set this bill
<br />for public hearing and second reading October 22, and refer it to the Human Resources
<br />Committee, seconded by Council Member Puzzello. The motion carried.
<br />BILL NO. 114 -84 A BILL APPROPRIATING $55,000.00 FROM THE LOCAL EQUAL EMPLOYMENT
<br />AND EQUAL HOUSING OPPORTUNITY FUND TO BE ADMINISTERED BY THE
<br />CITY OF SOUTH BEND THROUGH ITS HUMAN RIGHTS COMMISSION AND
<br />DEPARTMENT OF ECONOMIC DEVELOPMENT.
