REGULAR MEETING
<br />MAY 14, 1984
<br />Be it remembered that the Common Council of the City of South Bend met in the Council
<br />Chambers of the County -City Building on Monday, May 14, 1984, at 7:00 p.m. The
<br />meeting was called to order and the Pledge to the Flag was given.
<br />ROLL CALL Present: Council Members Serge, Braboy, Puzzello, Taylor,
<br />Zakrzewski, Crone, Paszak, Voorde and Beck
<br />Absent: None
<br />SPECIAL BUSINESS
<br />Rose Gadacz was appointed to the Older Adults Council.
<br />Aaron Lowery was appointed to the Mayor's Traffic Commission. Council Member Beck
<br />announced that the next meeting would be Tuesday, May 29.
<br />REPORTS
<br />Council Member Voorde indicated that the Zoning and Vacation Committee had met on
<br />bill nos. 22 and 23 -84 and recommended them both favorable.
<br />Council Member Serge indicated that the Utilities Committee had met on Bill No. 52-
<br />84 and recommended it favorable.
<br />Council Member Braboy indicated that the Human Resources Committee had met on bill
<br />nos. 48 and 49 -84 as well as Resolutions A through H on the Agenda and recommended
<br />them all favorable.
<br />Council Member Taylor made a motion to resolve into the Committee of the Whole,
<br />seconded by Council Member Serge. The motion carried.

<br />BILL NO. 47 -84
<br />the City of South Bend met in the Committee
<br />with nine members present. Chairman
<br />A BILL AUTHORIZING THE ASSIGNMENT OF THE INTERESTS OF RALPH
<br />D. LOMAZ, MANUEL C. SPATZ, IRA M. WEISMAN, AND JAMES G.
<br />ZMUDZINSKI (ALUMA PRODUCTS CO., INC. PROJECT) TO KANCZUZEWSKI
<br />ENTERPRISES LIMITED PARTNERSHIP, OF SOUTH BEND, INDIANA.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Kenneth Fedder, attorney for
<br />the Economic Development Commission, made the presentation for the bill. He indicated
<br />this transfer was being requested in order to reestablish and make the facility
<br />operational. He indicatd this would provide the original employment and hopefully
<br />some additional employment. Council Member Voorde made a motion to recommend this
<br />bill to the Council favorable, seconded by Council Member Zakrzewski. The motion
<br />carried.
<br />BILL NO. 22 -84
<br />A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY
<br />KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND,
<br />INDIANA (CHAPTER 21, MUNICIPAL CODE) (CENTRAL HIGH SCHOOL. -)
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Council Member Crone made a
<br />motion to accept the substitute bill on file with the City Clerk's office, seconded
<br />by Council Member Voorde. The motion carried. Larry Magliozzi, of Area Plan, gave
<br />the Area Plan Commission report, which was favorable. Rand Nilsson, attorney for
<br />the petitioners, made the presentation. He indicated there would be 98 one bedroom
<br />and 13 two bedroom apartments, as well as a 20 bed infirmary. James Childs, a South
<br />Bend architect, indicated that the exterior of the building would be retained, although
<br />there will be modifications, such as, access doors for the handicapped. He indicated
<br />that that the existing vocational building would be razed, providing permission for
<br />the demolition work can be obtained form the Historical Preservation Commission.
<br />Clement Gramza, 726 Blaine, spoke in favor of this rezoning. Council President Beck
<br />reading the following into the record:
