REGULAR MEETING_. <br />MARCH 26, 1984 <br />Council Member Beck made a motion to recommend this bill to the Council favorable, as <br />amended, seconded by Council member Braboy. The motion carried. <br />BILL NO. 25 -84 <br />A BILL APPROPRIATING $43,800.00 FROM THE FEDERAL ASSISTANCE <br />GRANT FUND, COMMONLY REFERRED TO AS THE GENERAL REVENUE <br />SHARING TRUST FUND FOR THE 1984 SUMMER CLEAN -UP PROGRAM. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Katherine Barnard, Director of <br />Code Enforcement, made the presentation for the bill. She indicated this appropriation <br />would be used for the summer clean -up program for equipment repair, rental of vans to <br />transport crew members, gasoline for the vans, the purchase of new lawn mowers and a <br />new truck. CouncilMember Taylor made a motion to recommend this bill to the Council <br />favorable, seconded by Council Member Puzzello. The motion carried. <br />BILL NO. 26 -84 <br />A BILL APPROPRIATING $75,000.00 FROM THE FEDERAL ASSISTANCE <br />GRANT FUND COMMONLY REFERRED TO AS THE GENERAL REVENUE SHARING <br />TRUST FUND FOR THE EAST SECTOR POLICE SUBSTATION. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. John Leszczynski, Director of <br />Public Works, made the presentation for the bill. He indicated existing structure is <br />in deplorable condition, and based on expert advice, it should be demolished and <br />rebuilt. Council Member Crone indicated she felt there should be a thirty day delay <br />in passing this bill, in order for the Council to see the proposed plans for the <br />building. Council Member Voorde indicated he felt the substation should be in the <br />proposed Frederickson Park. Council Member Crone made a motion to continue public <br />hearing on this bill for thirty days, seconded by Council Member Zakrzewski. The <br />motion failed on a roll call vote of three ayes (Council Members Zakrzewski, Crone <br />and Voorde) and six nays. Council Member Puzzello made a motion to recommend this <br />bill to the Council favorable, seconded by Council Member Taylor. The motion carried <br />on a roll call vote of six ayes and three nays (Council Member Zakrzewski, Crone and <br />Vorde.) <br />BILL NO. 27 -84 <br />A BILL APPROPRIATING FUNDS RECEIVED FROM THE UNITED STATES <br />DEPARTMENT OF INTERIOR $1,060,000.00 AND FUNDS RECEIVED FROM <br />THE UNITED STATES SMALL BUSINESS ADMINISTRATION $34,697.00 <br />TO THE PARK DISTRICT BOND CONSTRUCTION FUND 50 IN THE AMOUNT <br />OF $1,094,697. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. James Seitz, Superintendent of <br />Parks, made the presentation for the bill. He indicated that the Park Department <br />applied for grants from the United States Department of the Interior and the Small <br />Business Administration, to help finance the construction of the East Race Way and <br />hydro - electric project. He indicated these grants are reimbrusable which means the <br />Park Department must spend funds from the park bond issue before grant payments can <br />be made. Council Member Voorde made a motion to recommend this bill to the Council <br />favorable, seconded by Council Member Zakrzewski. The motion carried. <br />BILL NO. 28 -84 <br />A BILL APPROPRIATING $50,000.00 FROM THE FEDERAL ASSISTANCE <br />GRANT FUND COMMONLY REFERRED TO AS THE GENERAL REVENUE SHARING <br />TRUST FUND FOR STUDEBAKER MUSEUM, INC. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Michael Vance, Controller, made <br />the presentation for the bill. He indicated this appropriation would allow the Studebaker <br />Museum to live up to the terms described in the escrow agreement. He indicated that <br />in the terms of the lease agreement an escrow fund had to be set up to guarantee <br />payment of rent, taxes and assessments owing on the property. Counci Member Beck <br />made a motion to recommend this bill to the Council favorable, seconded by Council <br />Member Taylor. The motion carried. <br />BILL NO. 29 -84 <br />A BILL APPROPRIATING $60,000.00 FROM THE FEDERAL ASSISTANCE <br />GRANT FUND, COMMONLY REFERRED TO AS THE GENERAL REVENUE <br />SHARING TRUST FUND FOR VEHICLES FOR THE DEPARTMENT OF CODE <br />ENFORCEMENT AND THE BUREAU OF TRAFFFIC AND LIGHTING. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. John Leszczynski, Director of <br />Public Works, made the presentation for the bill. He indicated this appropriation <br />would be used for the purchase of vehicles in the Department of Code Enforcement and <br />Bureau of Traffic and lighting. He indicated the new vehicles will replace existing <br />equipment no longer able to economically be used. Council Member Zakrzewski made a <br />motion to recommend this bill to the Council favorable, seconded by Council Member <br />Crone. The motion carried. <br />There being no further business to <br />Member Beck made a motion to rise <br />Member Crone.
