REGULAR MEETING FEBRUARY 27, 1984 <br />Be it remembered that the Common Council of the City of South Bend met in the Council <br />Chambers of the County -City Building on Monday, February 27, 1984, at 7:00 p.m. The <br />meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Serge, Braboy, Puzzello, Taylor, <br />Zakrzewski, Crone, Paszak, Voorde and Beck <br />Absent: None <br />REPORT FROM THE SUB - COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />Your sub - committee on the inspection and supervision of the minutes would res- <br />pectfully report that it has inspected the minutes of the February 13,1984, meeting <br />of the Council and found them correct. <br />The sub - committee, therefore, recommends that the same be approved. <br />/s/ Beverlie J. Crone <br />Council Member Serge made a motion that the minutes of the February 13, 1984, meeting <br />of the Council be accepted and placed on file, seconded by Council Member Taylor. <br />The motion carried. <br />SPECIAL BUSINESS <br />Peter Mullen was appointed to the Urban Enterprise Association. <br />Council President Beck indicated there will be a Council meeting Friday, at 12:30 <br />p.m., March 2. <br />REPORTS <br />Council Member Taylor indicated that the Public Safety Committee had met on Bill No. <br />6 -84 and recommended it favorable, as amended. <br />Council Member Taylor made a motion to resolve into the Committee of the Whole, seconded <br />by Council Member Crone. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the Committee <br />of the Whole on February 27, 1984, at 7:05 p.m., with nine members present. Chairman <br />Serge presiding. <br />BILL NO. 6 -84 <br />A BILL AMENDING CHAPTER 6 OF THE SOUTH BEND MUNICIPAL CODE, <br />ENTITLED BUILDINGS, AND DELETING CHAPTER 8, ARTICLE 1 THROUGH <br />6 OF THE SOUTH BEND MUNICIPAL CODE. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Katherine Barnard, Director of <br />Code Enforcement, made the presentation for the bill. Council Member Voorde made a <br />motion to accept the substitute bill on file with the City Clerk, seconded by Council <br />Member Puzzello. The motion carried. Mrs. Barnard indicated that this bill had been <br />approved by the State Administrative Building Council. She gave a review of the <br />bill. Council Member Crone made a motion to amend the bill on page 2, Section 6 -4 -.3 <br />(a) in the fourth sentence by striking the words "or in a closely related field ", <br />seconded by Council Member Voorde. The motion carried. Council Member Taylor made a <br />motion to recommend this bill to the Council favorable, as amended, seconded by Council <br />Member Zakrzewski. The motion carried. <br />Council Member Taylor made a motion to combine public hearing on th next three bills, <br />seconded by Council Member Beck. The motion carried. <br />BILL NO. 10 -84 A BILL SETTING THE ANNUAL SALARY FOR THE MAYOR FOR CALENDAR <br />YEARS 1985, 1986, 1987, AND 1988. <br />BILL NO. 11 -84 A BILL SETTING THE ANNUAL SALARY OF THE CITY CLERK FOR CALENDAR <br />YEARS 1985, 1986, 1987 AND 1988. <br />BILL NO. 12 -84 A BILL SETTING THE ANNUAL SALARY FOR THE MEMBERS OF THE <br />COMMON COUNCIL FOR THE CALENDAR YEARS 1985, 1986, 1987 and <br />1988. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council President Beck made the <br />presentation for the bills. She indicated his bill proposed a realistic mayoral <br />
