s <br />REGULAR MEETING <br />FEBRUARY 13, 1984 <br />Be it remembered that the Common Council of the City of South Bend met in the Council <br />Chambers of the County -City Building on Monday, February 13, 1984, at 7:00 p.m. The <br />meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Serge, Braboy, Puzzello, Taylor, <br />Zakrzewski, Crone, Paszak, Voorde and Beck <br />Absent: None <br />REPORT FROM THE SUB - COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />Your sub - committee on the inspection and supervision of the minutes would res- <br />pectfully report that it has inspected the minutes of the January 23, 1984, meeting <br />of the Council and found them correct. <br />The sub - committee, therefore, recommends that the same be approved. <br />/s/ Beverlie J. Beck <br />/s/ Ann Puzzello <br />/s/ Tom Zakrzewski <br />Council Member Serge made a motion that the minutes of the January 23, 1984, meeting <br />of the Council be accepted and placed on file, seconded by Council Member Taylor. <br />The motion carried. <br />SPECIAL BUSINESS <br />Ralph Johnson was sworn into the Older Adults Council. <br />REPORTS <br />Council Member Puzzello indicated that the Personnel and Finance Committee had met on <br />bill nos. 7, 8, 14, and 15 -84 and recommended them favorable. <br />Council Member Voorde indicated that the <br />bill nos. 132 and 143 -83 and recommended <br />Council Member Braboy indicated that the <br />No. 13 -84 and recommended it favorable. <br />Colleen Rosenfeld in order for her to ex] <br />moneys. <br />Zoning and Vacation Committee had met on <br />them both favorable. <br />Human Resources Committee had met on Bill <br />She indicated her committee would meet with <br />?lain the new guidelines for Community Development <br />Council Member Taylor indicated that the Rules Committee had met regarding moving <br />Privilege of the Floor to the beginning of the meeting. He indicated that the committee <br />had decided against the change. <br />Council President Beck announced the following appointments: Douglas Carpenter and <br />Sheryl Bressler to the Zoning and Vacation Committee; Carol Sheetz and Joseph Bleich <br />to the Personnel and Finance Committee; Joseph Burkus to the Century Center Board of <br />Managers; Council Member Puzzello has been appointed the Council representative to <br />the Energy Commission and K. C. Pocius to the Energy Commission; Council Member Puzzello <br />to the Mayor's East Race Committee; Butch Morgan and Thomas Wolfram to the Residential <br />;Neighborhood Committee. <br />;Council Member Taylor made a motion to resolve into the Committee of the Whole, seconded <br />by Council Member Zakrzewski. The motion carried. <br />'COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the Committee <br />of the Whole on January 23, 1984, at 7:08 p.m., with nine members present. Chairman <br />Serge presiding. <br />,,BILL NO. 132 -83 A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY <br />KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, <br />INDIANA (CHAPTER 21, MUNICIPAL CODE) AND ORDINANCE NO. 6743- <br />80 (W. WASHINGTON ST.) <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Dave Behr, Area Plan, indicated <br />that the Area Plan Commission, gave a favorable recommendation to this bill. Council <br />Member Voorde made a motion to accept the substitute bill on file with the City Clerk, <br />seconded by Council Member Crone. The motion carried. John Ford, attorney for the <br />petitioner, made the presentation for the bill. He indicated that Shamrock Ford was <br />:requesting this rezoning in order to provide additional parking for their inventory, <br />as well as increase the size of their service department. Council Member Taylor made <br />a motion to recommend this bill to the Council favorable, as amended, seconded by <br />°'Council Member Voorde. The motion carried. <br />
